Job description

Purpose of Position

This class of positions encompasses work of varying degrees of difficulty and responsibility in the performance of liaison functions between City agencies, local residents, and community organizations, in order to: provide assistance, obtain participation and support for housing development and community development and implement public service programs. Performs tasks in the field or in an office, as assigned. Supervises staff. All personnel perform related work. Under administrative direction, is responsible for liaison activities between City agencies or a community school district with local residents, and community organizations.

Examples of Typical Tasks
  • Interviews local residents, landlords, government personnel, business people and youths to solicit support for community development programs, to ascertain needs of communities and to determine courses of action to meet those needs which are acceptable to the communities.
  • Interviews staff and representatives of governmental, educational, and social agencies and unions for the purposes of securing information for and transmitting information from community organizations and residents.
  • Assists in the preparation and distribution of informational materials relating to the programs, objectives, and activities of both communities and educational institutions.
  • Assists in the training of subordinate staff.
  • Makes written and oral reports as required.
  • Keeps records related to programs, activities, objectives, etc.
  • Directs staff or works as a team with other community liaison workers in the performance of liaison activities; may supervise or coordinate field office operations or operational units.
  • Consults and maintains liaison with residents, landlords, representatives of community organizations, students, parents, staff of schools, unions and other public and private agencies.
  • Explains programs and policies to community groups and to community liaison contacts and interprets and relays information from the community.
  • Participates in the planning, organization and implementation of programs involving community participation. Collects, evaluates, and reports information regarding community needs and objectives; communicates findings to appropriate agencies for necessary action. Assists in the conduct of outreach programs.
  • Assists in mediating problems between the community and schools, hospitals, and other City agencies for residents and community groups in the City.
  • Works as a member of an interdisciplinary team assisting in providing supportive therapy and making referrals to City agencies, social service agencies, community organizations and other organizations that provide health and social services.
  • Consuls community residents, property owners, local businesses and groups on their rights and obligations and on available community and governmental resources.
  • Makes recommendations on effective mobilization for participation in community development and program feasibility and improvement.
  • Recommends policies, procedures, and priorities for City agencies in dealing with schools, residents, and community groups.
  • Interviews community residents and assists them in completing forms; completes other relevant reports and forms and performs related clerical work.
  • Supervises the performance of liaison activities; may be responsible for an administrative area covering one or more field offices or operational units.
  • Recommends procedures for implementation and maintenance of effective community liaison or community programs.
  • Directs community research activities and provides for the dissemination of research data and other materials.
  • Maintains communication with local community leaders and groups, particularly in matters of relative complexity and difficulty; explains programs and policies.
  • Mediates problems between the community and schools, hospitals, residents, landlords and community groups.
  • Represents the agency or program or assigns representation at community activities related to agency or program concerns.
  • Participates in planning, organizing, and implementing overall community liaison programs with schools, hospitals, residents and community groups.
  • Represents a hospital or assigns representation at community activities relating to hospital and health care programs.
  • Supervises staff development and training of community liaison employees.
  • Performs field or office tasks as assigned.
  • Supervises the performance of community liaison activities in a large administrative area.
  • Recommends policies, procedures, and priorities that will enable City agencies to maintain effective community liaison with schools and community groups; participates in planning overall community centered programs.
  • Plans and develops community research activities.
  • Provides consultation to field staff and coordinates the activities of community liaison staff within designated units.
  • Plans and organizes overall community liaison programs with schools, hospitals, and community groups.
  • Develops staff training programs in the area of community liaison.
  • May assist in preparation of budget and program proposals.
Minimum Qualifications
  • Five (5) years of full‑time experience in counseling, community work or community health activities in a government agency or community organization engaged in providing community services to the public, assisting members of the community in obtaining community services or maintaining liaison with schools, community organizations or other government agencies for the purpose of providing assistance and obtaining participation and support for implementation of community or public service programs; or
  • Education and/or experience equivalent to item 1. Completion of an approved six (6) month training program of combined classroom training and on‑the‑job experience in community liaison work may be substituted for six (6) months of experience. Study at an accredited college in sociology, psychology or other behavioral science may be substituted on the basis of thirty (30) semester credits for each year of the experience described above. However, all persons must have at least one (1) year of the full‑time experience described above.

Note: Preference will be given to applicants with at least a high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.

Department Preferences
  • Assists the Program Manager to coordinate regular mobilization of staff to respond to community needs around violence incidents and the provision of social service supports.
  • Supervises Outreach Workers, and based on program staff structure, also supervises Violence Interrupters to ensure staff duties are fulfilled adequately.
  • Facilitates daily meetings with Outreach Workers and Violence Interrupters to review current shootings, trends and to plan the day-to‑day and week‑to‑week activities.
  • Conducts weekly one‑on‑one check‑ins with staff to assess the mental wellness of staff in the field; provides or offers support services as needed.
  • Ensures field staff accurately document their daily activity and enters data into the required reporting tool/mechanism in a timely manner.
  • Documents staff activities and assists Program Manager in submitting accurate and complete monthly reports.
  • Participates in community outreach to build strong relationships with youth, residents, businesses, and community groups; to identify and diffuse “hot spots” and to increase staff visibility when violent incidents occur.
  • Ensures staff are trained and adequately prepared to fulfill duties.
  • Attends Outreach Worker Supervisor meetings, ad hoc meetings and all trainings coordinated and required by ONS.
Departmental Preferred
  • The ideal candidate will have a bachelor’s degree or higher and a minimum of 5 years’ experience in youth services, community engagement and/or other related areas.
  • Must be passionate, skilled, and experienced in working with communities to promote health and safety and have the ability to provide all services in a culturally competent manner that is responsive to the needs of youth participants and community members.
  • Have the ability to learn new tools and do self‑guided work within a fast‑paced environment.
  • Highly organized and detail-oriented with superior project and time management skills.
  • Exceptional analytical, communication, presentation, and writing skills.
  • Experience working closely with justice‑involved youth.
  • Mature grasp of community organizing and relationship‑building techniques.
  • Strong team skills and ability to work in a fast‑paced environment.
  • Strong administrative and computer skills for timely comprehensive tracking.
  • Proficient in Microsoft programs and Google Suite.
  • Willing to travel within the 5 boroughs.
