Job Title: Community Development Project Manager

Classification: Full-Time, Non-Exempt, At-Will

Reports to: Director of OSP

Department: Construction & OSP

Location: Onsite: Yuba City, CA.

Location Status: Work will be primarily performed at a designated field worksite location based out of a central Communications worksite. Frequent travel to and work from other offices or other off-site locations will be required.

Summary:

The Outside Plant (OSP) Junior Project Manager receives directive from the northern California Project Manager supporting the planning, coordination, and execution of fiber optic and telecommunications infrastructure projects. This role involves assisting in project scheduling, budgeting, and resource allocation while ensuring compliance with industry standards and safety regulations. The OSP Junior Project Manager works closely with senior project managers, engineers, contractors, and field teams to oversee construction progress, troubleshoot issues, and maintain project documentation. Additionally, they facilitate communication between stakeholders, track milestones, and contribute to process improvements to enhance project efficiency and quality.

Qualifications and Experience:

  • Eligibility for US Employment without sponsorship
  • Minimum of 18 years of • High School Diploma or GED or equivalent combination of education and experience is required
  • A valid driver's license, subject to successful verification through a DMV check, is mandatory
  • PMP (Project Management Professional) certification is a plus
  • Certifications in telecommunications infrastructure, fiber optics, or construction management are beneficial
  • 1-3 years of experience in project management, preferably in community development, telecommunications or construction
  • Familiarity with telecom construction, fiber optic infrastructure, permitting, and utility coordination
  • Demonstrated ability to liaise with HOAs, property managers, developers, and regulatory agencies to oversee build-outs in private property settings, including apartment complexes and HOA communities
  • Hands-on experience with construction oversight, vendor management, and contract negotiations
  • Ability to travel to multiple work sites, including overnight travel, and work overtime, weekends, holidays, or off hours as needed
  • The ability to effectively communicate in English, including speaking, reading, writing, and comprehension, as necessary for effective job performance and workplace communication
  • Proficiency in Spanish desirable

Essential Duties and Responsibilities:

Project Management & Oversight:

  • Manage HOA and apartment complex build-outs, ensuring projects are completed on time and within budget
  • Oversee telecom construction projects within private properties and community developments
  • Coordinate with stakeholders to facilitate permits, right-of-way access, and regulatory compliance
  • Develop and track project timelines, budgets, and resource allocation to ensure efficient execution
  • Ensure all work adheres to HOA, municipal, and telecommunications industry standards

Stakeholder & HOA Coordination:

  • Act as the primary liaison between HOAs, property managers, developers, and Communications
  • Support meetings as needed with HOA boards, apartment complex management, and to communicate project plans, timelines, and progress
  • Address community concerns and mitigate potential conflicts related to infrastructure development

Construction & Vendor Management:

  • Oversee and coordinate with construction teams, subcontractors, and vendors to ensure quality and adherence to specifications
  • Monitor contractor performance and conduct site inspections to ensure compliance with agreements
  • Track and allocate resources, including materials and approvals, for fiber and telecom installations

Compliance & Risk Management:

  • Ensure projects comply with local ordinances, HOA regulations, and telecom infrastructure requirements
  • Identify and mitigate risks related to community impact, construction delays, and regulatory challenges
  • Maintain accurate project documentation, including permits, construction records, and close-out reports

Budgeting & Reporting Support:

  • Assists with project budgeting by tracking costs, processing invoices, and supporting financial reporting
  • Provide updates and reports to HOAs, property management teams, and senior leadership
  • Analyze project outcomes and recommend process improvements for future developments

Vehicle Maintenance and Travel:

  • Maintains vehicle/equipment pre-op/post-op to be prepared to perform required duties
  • Maintains a clean driving record as defined by the current fleet insurance underwriter
  • Spends a significant portion of the workday traveling in a vehicle visiting various locations and spending time both indoors and outdoors, including businesses and/or depending on the nature of the job
  • May be required to work overtime, after hours, on weekends, for emergencies, or be on-call as needed to ensure work is completed

Safety Awareness and Compliance:

  • Observes hazards and reports any concerns or accidents to a supervisor or safety professional; participates in the investigation process as needed
  • Understands, completes, and signs off all pre-job safety planning tools at the start and end of the shift; completes all required safety-related paperwork
  • Understands and responds appropriately to all safety hazards and warning devices (e.g., back-up alarms, smell of smoke, fumes, odors, different colored warning tags, warning sirens)
  • Upholds a secure work environment by adhering to regulations, procedures, and company policies, ensuring safety standards are consistently maintained
