This position will manage and support grant-funded capital projects that invest in community-serving facilities across King County, including project oversight, contract administration, technical assistance, and coordination with community-based organizations and other partners. The position will help ensure capital investments are implemented effectively, meet funding and contractual requirements, and advance equitable access to public resources.

WORK SCHEDULE/CONDITIONS:

This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end June 30, 2027, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by Protec17. If filled by a King County career service employee who has passed their initial probation, the TLT will be as an SDA.

MISSION CRITICAL POSITION STATUS:

This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • Assist with setting up contracts for Best Starts for Kids (BSK)-funded capital projects that increase access to safe, healthy, and culturally responsive spaces serving children, youth, families, and communities, including community facilities, early learning spaces, behavioral health facilities, and other community-serving capital investments.
  • Track the status of insurance requirements and coordinate with Contract Specialist to identify and communicate missing information
  • Assist with updating project status tracker and communicate any issues to missing information to the BSK Capital Program Manager
  • Assist with developing BSK Capital Program orientation material for community partners
  • Assist with developing Request for Proposal (RFP) materials and application processes for competitive BSK Capital funding opportunities.
  • Integrate equity, racial justice, and community-driven investment principles into all aspects of program planning, implementation, communications, and decision-making.
  • Review project proposals and evaluate alignment with BSK goals, community priorities, equity outcomes, organizational readiness, project feasibility, budget, long-term sustainability, and applicant capacity.
  • Assist with drafting funding analyses and recommendations for internal leadership, review committees, and decision-making bodies; present recommendations as needed.
  • Assist with negotiating funding agreements and scopes of work
  • Collaborate with internal departments and external partners to resolve project challenges, support successful project delivery, and advance equitable community outcomes.
  • Respond to inquiries from applicants, community organizations, partners, and the public regarding BSK Capital funding opportunities and awarded projects.
  • Perform other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
  • Minimum two years of project management experience involving capital projects, construction, grants management, or contract administration; or an equivalent combination of education and progressively responsible experience demonstrating the ability to perform the required duties.
  • Demonstrated experience managing public, philanthropic, or other grant-funded capital investments with knowledge of funding requirements, contract administration, and project oversight.
  • Experience providing technical assistance, capacity-building, and project support to community-based organizations, nonprofit agencies, public partners, and other stakeholders.
  • Demonstrated ability to work independently, solve complex problems, exercise sound judgment, and collaborate effectively across multidisciplinary teams.
  • Excellent written and verbal communication skills with the ability to build and maintain productive relationships with community organizations, government agencies, consultants, contractors, and diverse stakeholders.
  • Demonstrated commitment to advancing equity, racial justice, and community-centered investment practices, with an understanding of structural inequities and strategies to promote equitable access to public resources.
  • Strong project management, organizational, and time-management skills with the ability to manage multiple projects and competing priorities simultaneously.
  • Working knowledge of capital project development, project budgeting, financial tracking, contract administration, and project implementation.
  • Demonstrated experience evaluating proposals, analyzing data, preparing reports, and presenting information to leadership, community partners, and decision-making bodies.
  • Ability to navigate complex or sensitive situations with diplomacy, professionalism, and sound judgment.
  • Proficiency in Microsoft Office 365, including Teams, Word, Excel, Outlook, and related collaboration tools.
  • Valid Washington State Driver's License or the ability to travel throughout King County in a timely manner.
Desired Qualifications:
  • Demonstrated experience managing public, philanthropic, or voter-approved capital funding programs that support community facilities, early learning, behavioral health, housing, or other community-serving infrastructure.
  • Working knowledge of local, state, and federal funding requirements, capital project development processes, and public grant or contract administration.
  • One year of demonstrated experience negotiating contracts, funding agreements, scopes of work, or other formal partnership agreements.
  • Demonstrated experience coordinating project review and implementation with multiple stakeholders, including community-based organizations, local governments, consultants, architects, engineers, and other public agencies.
  • Knowledge of capital project planning, design, construction, and facility development processes.
  • Knowledge of procurement, contracting, and public funding policies and procedures.
  • Experience applying equity and community-centered investment principles in the development, evaluation, or implementation of capital projects.
  • Familiarity with community engagement, capacity-building, and technical assistance strategies that support organizations with varying levels of development experience.
  • Experience reviewing project readiness, organizational capacity, financial feasibility, and long-term sustainability for capital investments.
