Job summary

State of Vermont is seeking a Community Correctional Officer to perform risk control and risk management contacts with offenders in community settings. Responsibilities include field supervision, development of relapse plans, and collaboration with probation teams.

Responsibilities

• Perform risk control or risk management contacts on offenders in the community, including face-to-face, telephone, or collateral contacts with employers, family, teachers, landlords, and service providers
• Assist offenders in developing personal internal controls via relapse plans, thinking reports or journals and participation in treatment groups
• Collaborate with the team to evaluate offender performance and determine contact standards, and provide input for case plan development or modification
• Prepare reports such as affidavits, incident reports, running records, and furloughs, and may testify in court or parole board hearings
• May transport offenders in state vehicles and handle emergency actions with local law enforcement as needed
• Special requirements include background checks, DMV/abuse registry checks, and potential waiver for certain convictions

Job description

Performs risk control or risk management contacts on offenders in the community. Duties may involve face-to-face contacts, telephone check, or collateral contacts with the offender's employer, family members, teachers, landlords, vocational counselors, and service providers. Duties involve application of external controls on an offender in order to prevent and deter anti-social and criminogenic behavior. The contact may include reviewing the use of alco-sensors, electronic monitoring equipment, urinalysis testing, and surveillance. Assists an offender in the development of personal internal controls through review of an offender's relapse plan, thinking reports, or journal, as well as participation in a treatment group. Conducts collateral contracts with family members and others. In collaboration with the team, evaluates an offender's performance in relation to stages of change to determine contact standards. Provides Probation and Parole Officers and supervision team with input from field contacts for case plan development or modification.

Provides perspective from field contacts to the supervision team and the assigned offender for Case Planning conferences (CPC). May take emergency actions with local law enforcement agencies, up to and including re-incarceration, subject to review of the supervisor. May monitor the performance of offenders assigned to a correctional facility. Performs resident investigations in compliance with the Intermediate Sanctions Report (ISR) or pre-release from incarceration to assess supportive living environment. Prepares written reports such as affidavits, incident reports, running records, and furloughs on assigned offenders' caseloads. May be required to testify in court or at parole board hearings. Involved in the transport of offenders in state vehicles.

Performs related duties as required.

Duties are performed in the homes, places of employment, and other locations frequented by assigned inmates as well as in a standard office setting. Duties include working closely with local police departments in arrest situations or in the performance of field supervision check. High stress situations are predictable, even frequent. The potential of physical assault or injury is present. A valid motor vehicle operator's license is required. Overtime and emergency duty are predictable. Shift assignments may change in accordance with the needs of the office, including any of three shifts and weekend assignments as well potentially working within a correctional facility.

Minimum Qualifications

Bachelor's degree in criminal justice, social service or a related human services field

OR

Associate's degree AND one (1) year or more of experience in corrections, human services, military service, law enforcement or other related field.

OR

High School diploma or equivalent AND two (2) years or more of experience in corrections, human services, military service, law enforcement or other related field.
