Job description

The Community Action Agency Support VISTA will help strengthen Iowa’s network of Community Action Agencies and the LIHEAP program by improving data systems, workflows, and communication between state and local partners. This VISTA will support data cleanup and analytics, assist with improvements to the Salesforce system used by CAAs, and help develop sustainable methods for gathering feedback from the field. They will work directly with agencies like IMPACT to understand how LIHEAP processes function in real-world settings and use that insight to inform state level policy and operational improvements. The VISTA will conduct research on other states’ LIHEAP and Community Action best practices, document common challenges within Iowa, and create standardized tools and workflow maps that support consistent and equitable service delivery. The position builds long-term capacity by producing durable resources such as data dictionaries, communication templates, and system guides that local and state teams can maintain after the service term. No direct service is involved; all work focuses on system improvement and capacity building that strengthens agencies serving low-income Iowans.

Member Duties

The VISTA will improve LIHEAP and Community Action Agency operations by conducting data cleanup, supporting analytics, documenting field state workflow gaps, and helping enhance Salesforce data processes. They will spend time with local CAAs such as IMPACT to understand operational challenges and translate that knowledge into tools that support state-level program improvement. The member will research national best practices, build workflow maps, draft process documentation, and develop resources that support policy alignment and modernization. All efforts strengthen infrastructure and improve long-term capacity to better serve low-income Iowans.
