Job summary

City of Longview is seeking a communications specialist to develop and deliver multimedia content across web, social, print, and broadcast channels. You will work with multiple departments to craft professional, consistent city messaging and support events and campaigns.

The role requires strong skills in social media, graphic design, video production, and web content management, plus a focus on analytics-driven communication and customer service.

Qualifications

  • Associate’s degree in marketing, journalism, graphic design or related media field or equivalent experience.
  • Bachelor’s degree and experience in marketing or media development preferred.

Responsibilities

  • Coordinate and monitor city messaging via social media to inform and educate the public.
  • Provide customer service through social media channels.
  • Publish newsletters, guides, and other publications; design, edit, print and distribute materials.
  • Assist with website maintenance and coordinate with departments on updates.
  • Manage graphic design and web content to ensure consistent city branding.
  • Maintain multimedia design quality and stay current with equipment and technology.
  • Evaluate tool effectiveness using analytics and offer recommendations.
  • Create marketing campaigns and support events and programs.
  • Assist in video/audio production for the city’s cable channel and serve as staff photographer when needed.

Description

Communicates services and events through social media, electronic media, printed media and other communication tools. Assists with website, intranet, broadcast and other audio visual and video productions. Develops and distributes multimedia communication through web, social media, print and other communications tools. Works with various departments to develop marketing and promotional effects; and performs other related duties as assigned.

Examples of Duties
  • Coordinates, integrates and monitors city messaging via social media to inform and education the public.
  • Provides customer service through social media.
  • Coordinates City print and electronic publications to include designing, editing, printing and distributing newsletters, recreation guides, training manuals and other special publications.
  • Assists with design, development and maintenance of the City’s website and communicates and coordinates with other city departments on website updates for each division.
  • Performs and manages graphic design development and maintenance and web content management to ensure the City is represented professionally and consistently in all materials and media outlets.
  • Manages intranet content and coordinates with city departments regarding content design and updates.
  • Maintains multimedia design and technical quality by staying abreast of current equipment and technology, suggesting equipment upgrades when required.
  • Evaluates and makes recommendations of the effectiveness of communication tools utilizing analytics.
  • Facilitates effective communication of information to the public via web, social media, print and other media resources.
  • Creates and edits complete marketing campaigns, social media efforts and other communications projects.
  • Provides marketing counsel and support to city departments in marketing, promotions for special events, campaigns, services and programs.
  • Assists in video and audio production for the City’s cable television channel through recording, editing and/or on-camera talent.
  • Acts as staff photographer for City events, ceremonies and other activities for use in all media formats and coordinates with professional photographers upon request.
  • Assists with planning, logistics, coordination and execution of events, ceremonies and other City activities.
  • Assists with various types of special projects as assigned by the City Manager, City Council, and/or Mayor.
  • Performs other related duties as assigned or required.
Minimum Requirements

Associate’s Degree in marketing, journalism, graphic design or other media related degree or equivalent, OR an equivalent combination of education and experience. Bachelor’s degree and experience in marketing or media development is preferred. Must possess a valid Texas Driver’s License. Must pass a Criminal Justice Information Services (CJIS) background check when assigned to Longview Police Department.

Physical Demands/Work Environment
  • Work is performed in a cable television environment and in and around City facilities.
  • Subject to sitting, standing, walking, bending, reaching, kneeling, crouching, crawling, climbing ladders, and lifting of objects up to 100 pounds.
  • Occasional exposure to variable weather conditions and machinery with moving parts is involved when shooting videos around City facilities.
  • Possess 20/20 vision, either corrected or uncorrected in each eye.
  • Must be free from dichromatic color blindness, night blindness and any other visual deficiency or limitation.
