Job Title: Commissioning Owner's Representative - Data Center
Location: West Memphis, Arkansas
Engagement: 12-month contract
Position Overview:
We are seeking an experienced commissioning professional to provide site-level leadership for the delivery of large, technically complex data center projects. This individual will represent the client's interests throughout construction, system verification, integrated testing, and operational turnover.
The Site Commissioning & Quality Lead will coordinate contractors, engineering disciplines, controls specialists, and operations personnel to confirm that facility systems are installed, tested, documented, and handed over in accordance with project standards. Success in this role requires strong technical judgment, disciplined project controls, and the ability to keep multiple stakeholders aligned in a demanding construction environment.
Key Responsibilities:
- Act as the primary site representative for commissioning, quality assurance, and system-readiness matters.
- Oversee commissioning activities from construction verification through functional testing, integrated systems testing, and final turnover.
- Evaluate project execution against approved specifications, quality standards, testing procedures, and acceptance criteria.
- Coordinate commissioning priorities among general contractors, trade partners, design engineers, equipment vendors, controls specialists, and other project stakeholders.
- Identify technical risks, schedule constraints, documentation gaps, and quality concerns before they affect key milestones.
- Review testing plans, commissioning records, issue logs, inspection results, and closeout documentation for completeness and accuracy.
- Monitor system deficiencies and drive timely resolution, retesting, and formal closure.
- Maintain clear reporting on progress, risks, open items, upcoming activities, and overall system readiness.
- Adjust testing sequences, staffing requirements, and execution plans in response to changing field conditions and milestone dates.
- Work closely with facility operations personnel to support training, documentation transfer, system acceptance, and a successful transition into service.
- Reinforce high standards of workmanship, accountability, safety, and documentation across the project site.
Required Qualifications:
- Significant commissioning experience within data centers or similarly complex, mission-critical facilities.
- Three or more years of experience leading teams, workstreams, contractors, or multidisciplinary project groups.
- Strong working knowledge of mechanical, electrical, building automation, and controls systems.
- Experience overseeing functional performance testing, issue management, and facility turnover activities.
- Ability to interpret technical drawings, specifications, sequences of operation, test scripts, and commissioning documentation.
- Demonstrated success influencing contractors and engineering teams without relying solely on direct authority.
- Strong organizational, documentation, and problem-solving capabilities.
- Proficiency with digital tools used for project tracking, reporting, deficiency management, and document control.
- Ability to manage competing priorities and make sound decisions in a fast-moving construction environment.
- Willingness and ability to work on-site for approximately 50 hours per week.
Preferred Qualifications:
- Previous experience representing a developer, client, or facility owner during construction and commissioning.
- Background supporting hyperscale data centers, critical infrastructure, or other high-availability environments.
- Familiarity with integrated systems testing and formal operational-readiness processes.
