Job description

Summary

The Commissioning Manager leads the safe planning, coordination, and execution of pre-commissioning, energization, commissioning, startup, performance verification, reliability testing, and operational handover for packaged power-generation systems and associated interfaces. The role establishes the commissioning execution strategy, systemizes the work, confirms readiness, directs multidisciplinary commissioning resources, coordinates technical issue resolution, and recommends release through each commissioning gate. The position protects personnel safety, equipment integrity, project schedule, contractual acceptance, documentation quality, performance obligations, and warranty requirements.

Principle Responsibilities and Duties
  • Develop and execute project-specific commissioning, startup, performance testing, and turnover strategies.
  • Lead commissioning readiness reviews and coordinate energization, first-fire, synchronization, load acceptance, functional testing, reliability runs, and operational handover.
  • Direct commissioning personnel and coordinate OEMs, contractors, customers, Engineering, Quality, Operations & Maintenance, and third-party providers.
  • Develop commissioning plans including system boundaries, schedules, staffing, risks, temporary systems, acceptance criteria, and turnover requirements.
  • Review contracts, specifications, OEM requirements, performance guarantees, drawings, ITPs, and schedules to establish the commissioning basis. Participate in design, constructability, operability, risk, and readiness reviews to ensure commissioning requirements are incorporated early.
  • Develop commissioning procedures, test plans, checklists, status controls, reporting requirements, and handover processes.
  • Lead system walkdowns and verify mechanical completion, punch items, permits, isolations, utilities, preservation release, tools, spares, and resource readiness.
  • Coordinate pre-commissioning activities including flushing, cleaning, leak testing, alignment verification, lubrication, calibration, loop checks, logic verification, relay testing, and communications checks.
  • Lead startup and commissioning activities while ensuring compliance with approved procedures, OEM requirements, operating limits, environmental obligations, safety regulations, permits, LOTO, and energy-control processes.
  • Coordinate technicians, operators, OEM representatives, subcontractors, and testing firms to achieve commissioning milestones.
  • Lead daily commissioning meetings, issue resolution, troubleshooting, recovery planning, and escalation activities.
  • Assign ownership, document corrective actions, manage retesting, and track closure.
  • Coordinate technical solutions with Engineering and OEMs, ensuring all design changes and deviations receive proper approval.
  • Plan and oversee load, reliability, emissions, acoustic, and contractual performance testing, validating test boundaries, instrumentation, data quality, and acceptance criteria.
  • Maintain accurate commissioning documentation including schedules, readiness reports, issue logs, punch lists, action registers, test records, completion forecasts, and turnover documentation.
  • Verify records are complete, accurate, traceable, approved, and retrievable prior to handover.
  • Coordinate training, operating procedures, spare parts, configuration management, software backups, OEM documentation, and transition to Operations & Maintenance, Aftermarket Service, and customers.
  • Capture lessons learned and standardize commissioning tools, procedures, reports, and best practices.
  • Coordinate staffing, mobilization, travel, specialty vendors, temporary facilities, tooling, and shift coverage.
  • Serve as the primary commissioning interface with project leadership and customers, proactively escalating safety, technical, schedule, resource, environmental, contractual, and acceptance risks.
  • Does not own construction means and methods, QA/QC acceptance, engineering design approval, NCR closure, contractual acceptance, commercial commitments, or warranty disposition unless formally delegated.
Qualifications
  • Bachelor’s degree in electrical engineering, Mechanical Engineering, Engineering Technology, Construction Management, or a related technical field preferred; equivalent relevant experience may be considered.
  • Substantial progressive experience in power generation, rotating equipment, industrial facilities, EPC execution, field service, startup, or commissioning.
  • Demonstrated leadership of mechanical completion, pre-commissioning, energization, startup, performance testing, reliability runs, customer handover, and multidisciplinary site teams.
  • Experience with packaged reciprocating-engine generator systems or comparable power-generation equipment preferred.
  • Ability to interpret P&IDs, single-line diagrams, wiring diagrams, control narratives, cause-and-effect matrices, network architecture, general arrangements, OEM manuals, and commissioning procedures.
  • Working knowledge of engines, alternators, switchgear, transformers, protective relays, instrumentation, PLC/HMI systems, communications, fuel-gas systems, cooling systems, auxiliaries, and emissions-control equipment.
  • Knowledge of systemization, completions, punch management, LOTO, energization control, test sequencing, synchronization, load testing, root-cause analysis, configuration control, and turnover documentation.
  • Proficiency with Microsoft Office and electronic project, document, completions, commissioning, or quality-management systems.
  • OSHA 30, NFPA 70E training, PMP, recognized commissioning certification, NETA-related experience, OEM technical training, or equivalent credentials applicable to assigned scope.
  • Valid driver’s license when driving is required and ability to obtain required site-access credentials.
  • Strong field leadership, planning, organization, troubleshooting, decision-making, conflict-resolution, and risk-management skills.
  • Ability to lead multidisciplinary teams in a matrix organization and work effectively with customers, contractors, OEMs, suppliers, Engineering, Quality, and operations personnel.
  • Excellent written and verbal communication skills, including procedures, daily reports, readiness updates, issue summaries, recovery plans, and customer-facing status reports.
  • Ability to remain effective during time-sensitive energization, startup, troubleshooting, and recovery activities with limited supervision.
Physical Requirements
  • Work is performed in office, construction sites, test-area, and operating-facility environments.
  • Domestic and international travel, extended site assignments, temporary site residence, shift work, evenings, weekends, and holidays may be required based on project assignment.
  • Work may occur around energized equipment, rotating machinery, fuel systems, elevated noise, lifting operations, weather exposure, and active commissioning environments. Required PPE and site controls apply.
  • The employee must be able to perform the essential functions of the position, with or without reasonable accommodation. Physical requirements must be validated through the approved HR job-analysis process.
