Job summary

City of St. Joseph seeks a Commercial Development & Licenses/Permits Manager to coordinate submission of site and construction documents for new and existing commercial projects.

You will lead plan review coordination with city staff and keep customers informed of progress. You will supervise Permit Clerks, oversee permitting and licensing, manage liquor and trade licenses, and handle budget-related clerical tasks.

POSITION TITLE: Commercial Development & Licenses/Permits Manager

DEPARTMENT: Planning & Community Development

DIVISION: Building Development

SALARY: Negotiable

Job Summary/Scope

Coordinates the submission of all site and construction documentation related to new and existing commercial construction. Provide all necessary commercial plan review coordination with city staff by initiating, monitoring, and communicating plan review progress with customers utilizing verbal and written report. Effectively communicates and keeps public informed regarding building issues. Directly supervises Permit Clerks and oversees the permitting and licensing. Coordinates applications for special events and issuing of all permits associated with special events. Performs all administrative duties for director, and clerical budget duties for staff.

Essential Duties And Responsibilities
  • Interacts with customers to aid them in understanding the commercial plan review process and assists them in understanding applicable development expectations.
  • Coordinates the walk-through inspection program for existing, relocating, potential new businesses and investors.
  • Organizes and schedules liquor hearings. Coordinates liquor violations. Supervises the issuing of liquor licenses.
  • Organizes the renewing of business licenses each year. Coordinates with Administrative Services department on processing payments and balancing daily cash drawers and deposits.
  • Maintain adequate internal controls for all cash, credits and payments received.
  • Organizes and supervises for the renewing of trade licenses each year. Oversees the issuing of new trade licenses.
  • Types and edits letters, reports, budget information, resolutions, contracts, ordinances, and other correspondence for the director.
  • Organizes, files relevant council meeting material.
  • Prepares requisitions, purchase orders, budget transfers and other budget related documentation.
  • Attends Planning Commission, Zoning Board of Adjustment, Land Bank Board, Tourism Commission and Downtown Review Board meetings; Acts as recording secretary by preparing minutes and transcripts.
  • Calculates deadlines on ZBA, Downtown Review Board, Planning and Transient Guest Tax applications and prepares agendas and staff reports; assigns Planning and Zoning numbers; obtains necessary mailing lists; prepares certified mailings and public notices; tallies opposition to zoning actions.
  • Assists in the implementation, operation, and optimal utilization of division's permitting and licensing software and serves as the backup.
  • Performs other related duties as assigned.
  • Coordinates efforts with staff to maintain and improve customer service.

Required Knowledge, Skills And Abilities
  • Three years of experience in customer service or building business operations.
  • Ability to effectively communicate building and related code questions, comments, and concerns to appropriate city staff and resources utilized outside of city offices.
  • Ability to prepare clear and concise reports containing findings, timetables, conclusions, and recommendations on plans reviewed.
  • Excellent skills in a variety of computer programs including Microsoft Office.
  • Ability to create, optimize and manage work processes necessary for job requirements.
  • Ability to work independently and follow directions.
  • Valid driver's license required.
Working Environment/Physical Requirements

Work is conducted in an office environment. Work involves sitting, standing, stooping, reaching and bending. Lifting plans sets daily with weights of up to 30 lbs. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested and approved by the appropriate supervisor.

Education

High school diploma or equivalent required. Associate's or Bachelor's degree in a related field desirable, any combination of formal education and work experience which provides the required knowledge, skills and abilities will be considered.
