Job summary

Jefferson County Assessor’s Office is seeking a Certified General Appraiser to join the Commercial Appraisal team. You will work on diverse commercial properties, perform narrative appraisal reports, and participate in appeal hearings to ensure fair valuations.

The role supports a hybrid schedule after a six-month training period, with in-office work three days a week once training is complete. A Bachelor's degree and 3+ years of experience are required; CGA license preferred.

Qualifications

  • Bachelor’s Degree in a related field with ability to analyze and present information, orally and in writing.
  • At least three years of work-related experience in real estate appraisal or related field.
  • Certified General Appraisal License preferred.
  • Experience using cost, market, and income approaches to value.

Responsibilities

  • Lead as lead appraiser for assigned property type (retail, office, multi-family, or special use).
  • Review valuation work and recommend corrections as needed.
  • Maintain knowledge of market trends, costs and factors affecting property values.
  • Perform field investigations and complex appraisals for ad valorem taxation.
  • Represent the Assessor's Office in appeal hearings.
  • Explain tax laws and assessment procedures to taxpayers, accountants, and attorneys.
  • Assist customers by phone, in person, or via correspondence.

Jefferson County Assessor’s Office is searching for an individual to join the Commercial Appraisal team. PLEASE NOTE THAT THIS POSITION REQUIRES A SPECIFIC SET OF SKILLS AND CERTIFICATIONS. PREFERRENTIAL CONSIDERATION FOR INTERVIEWS WILL BE GIVEN TO THOSE CANDIDATES THAT HAVE A CERTIFIED GENERAL APPRAISAL LICENSE AND EXPERIENCE WRITING NARRATIVE APPRAISAL REPORTS.

SCHEDULE: This position will generally be Monday-Thursday and allows for a hybrid schedule including remote work and in-office work as determined by business need, after a successful training period of six months. Please note that once training is completed, work must be completed in-office 3 days a week. During certain times of the year, this position may require work to be completed outside of normal working hours.

COMPENSATION: Hiring Range: 38.00 - $48.00 USD Hourly Compensation will be determined based on education, experience and skills.

Essential Duties
  • Serving as lead appraiser for an assigned property type, such as retail properties, multi-family properties, office properties, or special use.
  • Reviewing all aspects of valuation and recommending corrections when needed.
  • Maintaining knowledge of market trends, costs and other factors affecting values of commercial property.
  • Performing sales confirmation and rate studies to develop appraisal models for valuation.
  • Performing field investigations and complex appraisals of commercial, industrial, and multi-family real estate to establish values for ad valorem taxation.
  • Representing the Assessor's Office in appeal hearings.
  • Studying building plans, sales information, and specifications for property inventory to obtain data regarding size, type of construction, and other factors which affect property value.
  • Reviewing, correcting, and entering any property inventory and attribute data necessary to accurately describe the property and create appraisal valuation models.
  • Conferring with taxpayers, accountants, tax consultants and attorneys to explain tax laws and assessment procedures.
  • Assisting customers in an effective manner by phone, in person, or through correspondence.
  • Inspecting and appraising fire damage, demolitions, and physical deterioration of properties.
  • Other duties and responsibilities as assigned.

Qualifications

Minimum Qualifications:

  • Education: Bachelor’s Degree in related field demonstrating ability to analyze and present information, orally and in writing, in a logical manner.
  • Experience: At least three (3) years of work-related experience. Related experience includes independent fee or ad valorem real estate appraisal of residential or commercial properties, appraisal report writing, and/or directly related transferable experience. Note an equivalent combination of education and experience is acceptable.

Preferred Qualifications:

  • Certified General Appraisal License.
  • Understand the concept and how to apply cost, market, and income approaches to value.
  • Three or more years of commercial appraisal experience.
  • Experience in commercial appraisal report writing.
  • Experience in valuation modeling.
  • Understanding statutes and implementation of laws as they apply to ad valorem taxation.
  • Ad valorem experience.
  • Working knowledge of Microsoft Office, primarily Word and Excel.
