Command and Control (BN/BDE Level) Analyst

L2 Defense is seeking a Command and Control (BN/BDE Level) Analyst to join our team of professionals within our Military Services Division, which provides crucial evaluation/training support to ARNORTHs Civil Support Training Activity (CSTA). From our satellite office on Fort Sam Houston in San Antonio, TX, under limited supervision of the Site Manager or his/her designee, the Command and Control Analyst will assist in exercise design/execution, and train/evaluate military staffs in support of training exercises, training lanes and evaluations of Technical Support Force (TSF) units. Additionally, the Command and Control (BN/BDE Level) Analyst will provide daily oral and written feedback assessing unit’s performance using formal or informal AAR out-brief formats. The ideal candidate will have proven Battalion/Brigade level command expertise, strong organizational abilities, excellent written, verbal, presentation, and communication skills.


Major Duties and Responsibilities


  • Assist military and government service (GS) personnel in the design, planning, coordination, preparation, and execution of the training/exercise events

  • Assist military and government service (GS) personnel in training and evaluating individual and collective tasks, as well as tactics, techniques, and procedures (TTPs) for Department of Defense (DOD) Active Duty, Reserve, and National Guard personnel performing Mass Casualty Decontamination (MCD), Search & Extraction, and Reconnaissance & Surveillance (R&S) missions, in support of Defense Support of Civil Authorities (DSCA) Operations, IAW current Training and Evaluation Outlines (T&EOs)

  • Serve as member of US NORTHCOM Joint Integrated Evaluation Team (JIET), conducting training and evaluation of National Guard Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) Enhanced Response Force (CERFP) Command Posts by performing:

    • Mission Command of CBRNE Task Force Operations

    • Integration into ICS Planning and Operations

    • Hazard Analysis and Force Protection planning

    • Military Decision-Making Process (MDMP) in DSCA Environments

    • Situational Awareness and Understanding

    • Sustainment Planning, Coordination, and Execution

    • Interoperable Communications



  • Train and evaluate Battalion/Brigade Staffs on DSCA planning, coordination, and conduct of operations in the Homeland



  • Assist with scenario development and synchronization to achieve CBRN Response Enterprise unit training goals and objectives by performing:

    • Tabletop Exercises (TTXs)

    • Command Post Exercises (CPXs)

    • Field Training Exercises (FTXs)



  • Review and tailor CERFP CPX Master Scenario Event List (MSEL) for relevance to support unit training objectives

  • Assist Exercise Planners in FTX scenario development and synchronization to achieve multi-echelon training and evaluation objectives

  • Review and recommend changes to US Military doctrinal publications, to include Training and Evaluation Outline (T&EO) updates and revisions

  • Consolidate, review, edit and prepare annual National Guard CERFP and Homeland Response Force Training Trend Analysis Report

  • Prepares, reviews, edits correspondence and documentation for senior (General Officer level) DOD personnel


Requirements


  • Knowledge and skills

    • Must have functional knowledge of existing and emerging doctrine from the Department of Defense (DOD), Department of Homeland Security (DHS), Environmental Protection Agency (EPA), and other applicable Federal and State agencies

    • Knowledgeable of requirements in 29 Code of Federal Regulations 1910.120 and applicable National Fire Protection Association Standards for Hazardous Materials Incident response and mitigation

    • Knowledgeable of US Army doctrine for Chemical, Biological, Radiological, and Nuclear (CBRN) Consequence Management operations

    • Knowledgeable of National Incident Management System (NIMS) and Incident Command System (ICS) application for expanding and complex incidents





  • Ability to prepare and conduct briefings (Senior Agency Official level)

    • Effective writing and verbal presentation skills



  • Proficient with Microsoft Office Suite



  • Minimum Qualifications

    • Possess or able to obtain a Secret security clearance







    • Master’s degree preferred (Bachelor’s degree strongly considered with extensive experience)





  • Current IFSAC/Pro Board hazardous materials operations level certification (Technician preferred)

    • 10 years of experience in CBRN/HAZMAT field of expertise (showing progressive positions of authority)





  • 5 Years of experience in Defense Support of Civil Authority (DSCA) operations and training (preferred)

  • 3 Years of experience on Battalion and/or Brigade level staff (primary staff preferred)

    • Completion of ICS 100, 200, & 300




Salary and Benefits


  • Annual salary range $65,000 - $75,000; based on years of experience and demonstrated skill

Office Location and Schedule


  • Primary office location will be at Fort Sam Houston, San Antonio, TX

  • This is a full-time position, requiring a minimum of 8 hours per day at the primary office location. However, when providing off-site evaluation/training support:

    • Hours of work are based on a 12-hour workday and may run continuously seven days per week for exercises lasting up to 14 days in duration

    • Start times vary as some of the exercises run continuously 24 hours per day

    • Training support may be required during holidays and weekends





  • Travel required – A significant amount of travel time is anticipated for this position, 40% - 50%
