Primary Purpose

If you enjoy working in the field and troubleshooting substation equipment, then this is the job for you. The position involves work in ComEd’s West region, includes a take home vehicle, and the opportunity for overtime pay. Testing and Commissioning engineers are a front-line field engineering workforce that commissions, maintains, and troubleshoots transmission and distribution level protection and control systems inside ComEd substations. System and equipment types include protective relays, SCADA, substation automation, power and control equipment, fiber-optic, power line carrier, and revenue metering. Commissioning new equipment includes creating commissioning plans, writing livening procedures, creating and running test plans, and analyzing test results compared to expected values. The engineers also troubleshoot and perform field investigations for malfunctioning power equipment, system events and protective relay miss-operations. They then support corrective maintenance to repair any identified equipment issues. Lastly, the Testing and Commissioning engineers perform preventive maintenance on protection system components and SCADA. Testing and Commissioning engineers are the technical authority in the field. They provide leadership by directing and supporting substation maintenance and contractor crews on work associated with these systems. The Testing and Commissioning organization also plays a critical role in substation outage / work planning, maintaining engineering drawings, relay/SCADA database data entry, NERC/CIP audit support, supporting the engineering PM & CM maintenance programs, and is a strong advocate of the ComEd Safety culture.


Works independently on complex issues and large projects. Performs overall field-testing activities including installation/commissioning tests, technical investigations, field-engineering analysis on malfunctioned electrical and electronic equipment to evaluate system maintenance and repair. Reviews and evaluates Engineering construction and modification documents. Testing Group work is on transmission & distribution substation equipment. Distribution Automation work is on distribution equipment, generally outside substations. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


Primary Duties

  • Perform preventative maintenance and corrective maintenance on distribution and transmission relays, communications equipment, power reclosers etc., using the guidelines listed in the Field Reference and the Maintenance Procedures manuals.
  • Conduct basic hands-on acceptance and in-service testing of transmission and distribution equipment (e.g., transformers, circuit breakers, control and relay panels, SCADA, power line carrier, audio tone, etc.) Testing is performed per the guidelines included in the Field Reference Manual and the Maintenance Procedures Manuals.
  • Assist with the restoration of malfunctioning transmission and distribution equipment, under emergency conditions, by performing the necessary hands-on testing as outlined in the Field Reference and Maintenance Procedures manuals.
  • Receive, participate, and provide some on-the-job and formal classroom training.
  • Complete required paperwork (reports, test data, blueprint corrections, relay settings, etc) as necessary to document work performed.

Job Scope

Conduct CMs, PMs, and project installation testing activities on power equipment.


Minimum Qualifications

MINIMUM QUALIFICATIONS

  • A bachelor's degree in a technical field and 3 or more years of technical experience, an associate's degree and 5 or more years of technical experience, or 7 or more years of technical experience or relevant education, if non-degreed or a non-technical degree.
  • Successful completion of the TECH Test. (A bachelor's degree in engineering from an accredited university exempts the TECH Test requirement.)
  • Broad knowledge and experience with regulations, guides, standards, codes, methods, and practices necessary to perform assignments for a specific discipline for maintenance, testing, installation or service.
  • Demonstrated ability to direct crews during maintenance or commissioning of equipment or systems.
  • Demonstrated ability using OJE process to independently investigate and test / troubleshoot & commission distribution automation system equipment.
  • Strong organizational and interpersonal communication skills.
  • Valid driver's license.
  • Requires frequent travel to various company substations or other locations within the service territory.
  • Must be available to work shifts and respond to emergency situations (7 days per week / 24 hours per day).
  • Knowledge of complex field test equipment.
  • Relevant education/experience is knowledge and/or skills that may be acquired through job experiences or education programs similar to a formal technical degree program. Relevant experience includes experience in a military role (transmission, distribution, gas, power systems, etc.), project management, journey-level electrician or gas technician, field operations, or other utility related experience, as deemed relevant to the role. Relevant educational experience includes company sponsored training programs (ex. PowerUp Academy) or other educational programs, as deemed relevant to the role. The equivalent relevant education / experience requirement is in addition to the position's minimum experience requirements.
