Job summary

The City of Roanoke is seeking a Combination Inspector II to review building plans and inspect all new construction, additions, and alterations of buildings and structures for compliance with City and State codes and ordinances.

Qualifications include an Associate's degree or equivalent, 3–5 years of related experience in building systems, and Virginia Certification as Combination Inspector I/II plus a valid Virginia driver's license.

Qualifications

  • Associate's degree or equivalent from two-year college or technical school with major coursework in building, plumbing, mechanical electrical systems or related field.
  • Three to five years related experience and/or training in installations, repair, maintenance or inspection of building, plumbing/mechanical and electrical systems.
  • 4 years related experience in general building construction.

Responsibilities

  • Review building plans and inspect all new construction, additions and alterations of buildings and structures for compliance with City and State codes.
  • Investigate appeals and conduct field inspections to examine special problems and complaints.
  • Take applications and issue building, electrical, mechanical and plumbing permits.
  • Inspect materials and construction methods for hazardous conditions and code compliance.
  • Consult with architects and engineers on technical guidance.

Education

Associate's degree or equivalent from two-year college or technical school with major coursework in building, plumbing, mechanical electrical systems
Three to five years related experience and/or training in installations, repair, maintenance or inspection of building, plumbing/mechanical and electrical systems
Four years related experience in general building construction

Job responsibilities include investigating appeals and conducting field inspections to examine special problems and specific complaints; examining plans, specifications and materials; and making inspection of building, mechanical, plumbing and electrical system for compliance with current code requirements.

Associate's degree or equivalent from two-year college or technical school with major course work in plumbing, mechanical electrical systems or related field; three to five years related experience and/or training in the installations, repair, maintenance or inspection of building, plumbing/mechanical and electrical systems; 4 years related experience in general building construction; or equivalent combination of education and experience.

Virginia Certification as Combination Inspector 1& 2 Family Dwelling and Combination Inspector General in building, plumbing, mechanical and electrical issued by the Commonwealth of Virginia Department of Housing and Community Development. Possession of a valid appropriate drivers permit issued by the Commonwealth of Virginia.

SUMMARY

Reviews building plans and inspects all new construction, additions and alterations of buildings and structures including one & two family dwellings and commercial sites for compliance with all City and State codes and ordinances.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Investigates appeals and conducts field inspections to examine special problems and specific complaints.
  • Initiates the issuance of stop work orders and summons to Court; provides testimony of code violations.
  • Takes applications and issues building, electrical, mechanical and plumbing permits.
  • Inspects quality of materials, methods of construction and existing buildings for hazardous conditions.
  • Examines plans, specifications and materials; makes inspection of building, mechanical, plumbing and electrical system for compliance with current code requirements.
  • Consult with architects, engineers and the general public on technical assistance.
  • Stays abreast of new materials and building methods by attending seminars and lectures as new techniques are introduced.

Other duties may be assigned.

Consideration will be given to candidates who do not yet fully qualify as Combination Inspector II in terms of certifications as Combination Inspector I or Building Inspector with opportunity for immediate promotion upon obtaining required certifications.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

EDUCATION and/or EXPERIENCE

Associate's degree or equivalent from two-year college or technical school with major course work in building, plumbing, mechanical electrical systems or related field; three to five years related experience and/or training in the installations, repair, maintenance or inspection of building, plumbing/mechanical and electrical systems; 4 years related experience in general building construction; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, building plans, specifications and procedure manuals. Ability to prepare reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Virginia Certification as Combination Inspector 1& 2 Family Dwelling and Combination Inspector General in building, plumbing, mechanical and electrical issued by the Commonwealth of Virginia Department of Housing and Community Development. Possession of a valid appropriate drivers permit issued by the Commonwealth of Virginia.
