Job description
Overview

The Combination Inspector I conducts on-site field inspections of buildings and properties in the City to determine code compliance. Will hire an Inspector II or III depending on qualifications.

Responsibilities
  • Conducts on-site field inspections of buildings and structures in the process of construction, alteration or repair to ensure compliance with all applicable building codes.
  • Responsible for reinforcement of codes related to building, electrical, plumbing and mechanical construction, energy code, unsafe buildings, minimum housing standards and signs.
  • Assists and advises contractors, property owners and others regarding regulations, code interpretations, construction methods and materials.
  • Enforces state and local building codes, issuing stop-work orders and pursuing legal remedies as necessary to stop violations.
  • Preparation of cases for compliance actions and municipal court prosecution; presents cases before appropriate boards and testifies in court.
  • Participates in reviewing construction plans and specifications.
  • Prepares and maintains inspection records, issues permits.
  • Perform duties in a safe and orderly manner, complying with all City and departmental safety rules and policies.
  • Regular attendance at work and arrives on time.
  • Performs all other job-related duties as assigned or as become apparent.
Other Duties and Requirements

Ability to drive a vehicle to and from various work sites. Ability to walk for extended periods of time while performing inspection duties. Employees must frequently lift and carry materials weighing up to 25 pounds and occasionally lift materials weighing up to 50 pounds. Employees may have to push and/or pull a maximum force of 100 pounds. Employees will communicate verbally, hear explanations, and visually inspect plans and work. Must be able to climb ladders and scaffolding or get on roofs for building and trench inspections. Must be able to walk on slippery, loose, uneven, and sloped ground. Employees will be exposed to traffic hazards and dangerous constructions situations. Includes indoor and outdoor work in seasonal temperatures as well as in adverse conditions such as extreme cold, heat, heights, and noise. Employees will work in and near trenches and be exposed to mechanical, fire, chemical, electrical, radiation, laser, insect, and/or animal hazards; and fumes, odors, water, muds, and dust.

Education, Training and Experience Guidelines
  • High School Diploma or GED equivalent AND three (3) years of building/construction trades or building inspections, OR an equivalent combination of education, training, and experience.
  • A valid State driver’s license may be required.
  • Must obtain International Code Council Certification in one or more technical areas (building, electrical, mechanical, plumbing, or energy) within one year of employment.
Knowledge, Skills and Abilities
  • Knowledge of building codes, structural principles and practices, health, sanitations, and related regulations.
  • Performing analysis to determine compliance with or deviation from applicable codes.
  • Ability to understand, interpret, and apply codes and ordinances.
  • Ability to follow procedures, perform mathematical calculations, and read maps, plats, blueprints, and specifications.
  • Communicate effectively both verbally and in writing.
  • Interacting tactfully and professionally with City staff, outside agencies, and the public.
