Job summary

The State of Colorado seeks a senior Contract Administrator V to oversee contract review, drafting, and negotiations for state agencies and IHEs. You will provide guidance on procurement laws, develop templates, and drive policy implementation while ensuring compliance and strong customer service.

Responsibilities include training, monitoring agency performance, and supporting accessibility initiatives, with a focus on reducing risk and improving state contracting outcomes.

Qualifications

• At least eight years of professional experience in contract administration or related drafting, negotiation, or management.
• Combination of related education and/or professional experience equal to eight years.
• Preferred: government service contract drafting and negotiating experience.
• Experience with cooperative contracts.
• Highly proficient in reviewing, drafting and analyzing legal terms and conditions.
• Ability to interpret and explain laws, rules, policies and procedures.
• Excellent customer service and written/oral communication.

Responsibilities

• Review and approve all contracts for non-delegated assigned Agencies and Institutes of Higher Education (IHE), and all high-risk contracts for assigned delegated agencies.
• Review contracts submitted for pre-approval, including Release and Settlement Agreements as needed.
• Provide guidance to agencies on procurement laws, rules, and OSC contract policies.
• Develop and approve Agency-specific contract templates as needed.
• Assist in implementing new policies and procedures, including accessibility considerations.
• Assist Agencies with drafting complex terms in high-risk contracts.
• Develop and present scheduled training classes as assigned by the Central Contracts Manager.
• Monitor the performance of Agencies and IHEs for matters under its purview.
• A pre-employment criminal background check will be conducted.
