JOB TITLE: One (1) Undergraduate/Graduate College Aide

Summary

The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within the Management and Operations Division of OMB, the Policy and Operations Research Task Force is primarily responsible for analyzing fiscal and economic impacts of the City's policy initiatives and evaluating City agencies' operations and programs, as well as conducting ad-hoc quantitative analysis. The Data & Analytics Unit conducts data-intensive work to facilitate these tasks & modernize data workflows for other task forces at the agency.

Job Description

The data analyst & engineer intern should be skilled in analyzing and visualizing complex data. They should have experience in collecting, cleaning, and analyzing data to identify patterns, trends, and correlations. Experience building a data pipeline or working with cloud computing frameworks and platforms will be relevant.

Responsibilities

  • Using software tools to automate & streamline existing data workflows.
  • Using data and analytics to gather conclusions about municipal data. Collecting and analyzing relevant data to identify trends, patterns, and areas for improvement.
  • Building data-driven solutions tailored for large datasets.
  • Identifying valuable data sources and automating collection processes.
  • Undertaking the preprocessing of structured and unstructured data.
  • Presenting information using data visualization techniques.
  • Removing corrupted data and fixing coding errors and related problems.

In addition to subject matter expertise, the position will require a high capacity for independence, relationship-building, and creativity. The candidate should possess the ability to manage multiple, often-competing priorities.

Preferred Skills

  • Major in Computer Science, Computer Engineering or related fields.
  • Proficiency in a popular data science programming language (Python, R, SQL etc.)
  • Proficiency with a data visualization software like PowerBI, Tableau, or plotting libraries.
  • Knowledge of database principles.
  • Ability to communicate clearly in writing and verbally.
  • Problem-solving attitude, Have a positive outlook for challenges and potential setbacks.
  • Being flexible to work with the unknowns and deal with unexpected events.
  • Receptive to feedback and having the patience to work on it.
  • Ability to think critically and critique assumptions.
  • Ability to communicate conflicts and disagreement in a timely and respectful manner.
  • Interest in using automated scripting and modern data tools to clean data and create efficient data pipelines and workflows.
  • Interest in and knowledge about NYC government and policy efforts. Educational or professional experience in this area is a plus.

Requirements

Graduate interns must be currently enrolled in a graduate program. Candidates should have strong analytical, quantitative, research and communication skills. Additionally, candidates must be proficient in MS Word and Excel

Undergraduate interns must be currently enrolled in an accredited college or university. Strong analytical, research and communications skills are required. Candidates must have familiarity in MS Word and Excel

To participate in the OMB Summer Internship Program, graduate students must be currently enrolled or accepted into a graduate program and undergraduate students must be enrolled or accepted into a college or university.

COLLEGE AIDE (ALL CITY DEPTS) - 10209

Minimum Qualifications

For Assignment Level I

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.

For Assignment Level II (Information Technology)

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.

For Assignment Level III (Information Technology Fellow)

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE

Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
