Job Description

HII Mission Technologies is seeking an experienced Intelligence Collection Manager (Intelligence Analyst 4-5) to support U.S. Special Operations Command (USSOCOM) intelligence and ISR requirements across global operating environments. In this role, you will develop, synchronize, and optimize multi‑INT ISR collection strategies to ensure SOF commanders, planners, and operators receive timely and actionable intelligence that drives mission success.

You will coordinate across joint and national intelligence partners, integrate emerging sensors and platforms, evaluate collection operations, and directly support SOF operational planning, targeting, special reconnaissance, crisis response, and contingency operations. This role enables SOF decision advantage through precise ISR management and high‑fidelity situational awareness.

Essential Job Responsibilities
  • Develop and assess multi‑INT ISR collection strategies supporting USSOCOM operational and strategic intelligence requirements.
  • Synchronize SOF ISR collection planning with joint service components to support special reconnaissance, targeting, operational preparation, and mission analysis.
  • Coordinate ISR planning with joint, interagency, and national‑level intelligence organizations, integrating emerging ISR assets, platforms, technologies, and methodologies.
  • Develop ISR plans that support steady‑state, crisis, and wartime operations across joint, combined, and multinational SOF environments.
  • Recommend and integrate new ISR capabilities, platforms, sensors, and analytic tools into daily SOF operations.
  • Participate in large‑scale joint exercises and SOF operational rehearsals to validate and refine collection plan employment.
  • Plan integration of current and future ISR sensors and platforms with SOF staffs to ensure collection strategies align with operational needs and support OPLANs/CONPLANs.
  • Evaluate SOF collection operations and produce feedback identifying gaps, performance metrics, and opportunities for improvement.
  • Identify, refine, and prioritize ISR requirements in support of SOF intelligence objectives, operational planning, and targeting processes.
  • Ensure collection tasks align with intelligence gaps, PIRs, and operational CONOPs. Maintain awareness of ISR capabilities across GEOINT, SIGINT, MASINT, HUMINT, and OSINT disciplines.
  • Support emerging SOCOM requirements related to global threat networks, malign influence activity, advanced weapons development, and evolving operational environments
Minimum Qualifications

LEVEL 4 = 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.

LEVEL 5 = 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

  • Active TS/SCI clearance.
  • Bachelor’s degree in intelligence, security studies, international relations, or related field (or equivalent experience).
  • 3–5+ years of experience in ISR collection management or multi‑INT collection synchronization within DoD or the Intelligence Community.
  • Experience developing ISR collection strategies, plans, or requirements for operational units.
  • Knowledge of SOF operational planning, targeting processes, or special reconnaissance support.
  • Familiarity with multi‑INT collection disciplines (GEOINT, SIGINT, MASINT, HUMINT, OSINT).
  • Experience with core ISR and Collection Management systems, including:
    • COLISEUM
    • HOTR
    • MIDB
    • MARS
    • DCGS‑A / DCGS multi‑service suite interfaces
    • GIMS (GEOINT tasking)
    • NES / PRISM tools
    • NSRP (SIGINT request portal)
    • NMRS (MASINT request system)
    • COP‑integrated ISR displays (TIGR, MAP, and similar tools)
    • Intel.gov collection request environments
  • Ability to coordinate collection planning across joint, interagency, and IC stakeholders.
  • Strong understanding of ISR requirements development and intelligence gap analysis.
  • Excellent briefing, writing, and communication skills.
Preferred Requirements
  • Prior experience supporting USSOCOM, TSOCs, SOJTFs, or SOF components.
  • Advanced experience integrating multi‑INT ISR capabilities into SOF operational planning, targeting, or special reconnaissance.
  • Familiarity with SOCOM‑specific systems and toolsets, such as:
    • SOCRATES (SOCOM Reporting & Targeting Enterprise Services)
    • SOF‑specific COLISEUM extensions
    • TALON/Interact SOF information‑sharing environments
    • F3EAD‑aligned exploitation tools supporting SOF targeting cycles
    • SOF mission planning and COP‑synchronization platforms
  • Experience with emerging ISR technologies, sensor‑fusion platforms, or AI‑enabled ISR tools.
  • Experience supporting large‑scale joint exercises, rehearsals, or operational planning teams.
  • Understanding of WMD/CBRNE threat collection requirements or irregular warfare problem sets.
  • Experience providing ISR or CM training to analysts or operational personnel.
Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
