JOB TITLE – CODE ENFORCEMENT OFFICER

DEPARTMENT: Code
SALARY: $57,500 annual
HOURS: Monday – Friday, 7:30 am to 3:45 pm or 8:30 AM to 4:45 PM

Incumbent serves as Code Enforcement for the City of Mishawaka Code Enforcement Department, responsible for administering inspections of various buildings, and enforcing codes, ordinances, and statutes.

DUTIES

Conducts inspections of properties including substandard houses, apartment units, mobile homes, garages and other public and private buildings.

Enforce residential building codes regarding any repairs or alterations and monitor any unfinished projects and to respond to all calls pertaining to a violation of any of the above to include unsanitary or inadequate housing.

Enforces City Codes and Ordinances, Indiana statutes, and national building codes, such as tall grass/weeds, animal issues, abandoned vehicles, snow removal, trash containment and repairs or alterations.

Investigates complaints, provides follow-up and compliance records, and prepares various documentation/reports and follow-up as needed.

Directs towing companies to have vehicles towed.

Prepares correspondence for violations and prepares violation cases and administers court or hearing officer rulings.

Maintains inspection log, keeping up-to-date and accurate records of information correspondence, documentation, permits, vehicles tagged/towed, and verbal contracts pertaining to violations.

Provides information and assistance to inquiries, on codes and ordinances to the public.

Attends various meetings as required.

Performs related duties as assigned.

JOB REQUIREMENTS

High school diploma or HSE.

Ability to meet all hiring requirements including passage of a drug test.

Working knowledge of standard office policies and procedures with computer skills including word processing/spreadsheet/presentation/email/internet and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of basic filing systems and ability to create and maintain Department files and records.

Working knowledge of standard English grammar, spelling, and punctuation, with ability to prepare documents, correspondence, and detailed report.

Ability to effectively communicate orally and in writing with co-workers, other City/County/ State departments and agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to read, comprehend and explain the codes and ordinances to residents from the Municipal Ordinance Manual, State Statutes Manual, and National Property Maintenance Code.

Ability to properly operate standard department equipment, including telephone, scanner, copy machine, fax machine, calculator, computer, computer related software, vehicle, 2-way radio, camera, flashlight, hammers, screw drivers, drills, and power saws, and other hand/power tools.

Basic knowledge of electric service, wiring and residential plumbing applications.

Ability to read/interpret prints/sketches/layouts/specifications/maps and apply knowledge of people and locations.

Knowledge of residential structures and accessory buildings.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/difficult people.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to count, perform arithmetic operations, and compile data.

Ability to work alone with minimum supervision and with others in a team environment and work on several tasks at the same time, occasionally under time pressure.

Ability to testify in legal proceedings/court.

Ability to occasionally travel out of town for trainings, sometimes overnight.

Possession of valid Indiana driver’s license with demonstrated safe driving record.

DIFFICULTY OF WORK

Incumbent uses general guidelines and instructions, selecting the most appropriate for application to specific tasks and duties. Incumbent performs a broad range of duties involving complicated considerations and variables, many of which consist of tasks that are unique or novel.

RESPONSIBILITY

Incumbent operates within general guidelines and departmental policies, with desired results of work clearly specified. Unusual problems are discussed with the supervisor, and incumbent is responsible for exercising independent judgment in applying departmental policies in a variety of situations and circumstances. Work product has a significant impact on departmental operations, and quality of work is periodically assessed on the basis of soundness of judgment, adherence to guidelines, and conformity with departmental policies and practices.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains frequent contact with co-workers, other City/County/State departments and agencies, and the public for the purposes of exchanging information, rendering service, instructing, and negotiating.

Reports directly to Director of Code Enforcement.

PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs a majority of duties in a vehicle, outdoors, and standard office environments, including sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying/ pushing/pulling objects weighing less over 50 pounds, bending/reaching, crouching/kneeling, handling/grasping/fingering objects, driving, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly. When in the field, incumbent walks on uneven terrain, works in wet/cy surroundings and extreme temperatures, works near fumes/odors/dust/ dirt, works in noisy environments and confined areas, and works in high places. Safety precautions must be followed at all times, including wearing protective clothing/equipment. Incumbent may be exposed to hostile/irate individuals.
