Job summary

The City of Plantation is seeking a non-exempt code enforcement officer responsible for inspection, investigation and enforcement of codes to protect public safety and welfare in the community.

Responsibilities include coordinating inspections with other departments, issuing notices of violations, initiating enforcement actions, preparing reports and providing sworn testimony. Work may require days, nights or weekends and a valid Florida driver’s license.

Qualifications

  • Graduation from a standard high school or equivalent, with municipal code compliance/investigative experience preferred.
  • Valid Florida driver’s license required.
  • NIMS training at the appropriate level is mandatory.
  • F.A.C.E. certification desired, or obtain within one year of employment.

Job description

This is a non-exempt position, which is responsible technical work in inspection, investigation and enforcement to ensure compliance with established codes, ordinances, regulations, and the Charter of the City affecting the public interest, safety and welfare.

An employee in this classification is responsible for inspecting and investigating complaints of alleged violations of various codes of the City including, but not limited to, occupational license, fire, building, zoning, landscape, sign and other technical codes in force. Employee is responsible for enforcing codes, providing notice of any violation and initiating enforcement proceedings of the various codes with the Code Enforcement Board, when required. Work is performed under general supervision of the Police Community Services Unit Supervisor affording opportunity for the use of independent judgment in arriving at decisions.

Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.Works throughout the City in a pro-active manner to identify and resolve problems.

Works throughout the City investigating complaints of violations of applicable codes; interviews property owners, tenants and complainants to determine nature of violation.

Coordinates inspections, investigations and enforcement of codes with inspectors and designated employees in other City departments. Works in teams with Police and others to correct violations.

Issues notice of violation and remedy for correction.

Initiates enforcement proceedings of various codes; notifies the appropriate judicial authority and requests hearings.

Prepares reports and maintains records.

Provides sworn testimony at legal proceedings.

Ability to work days, nights or weekends.

Attends day or evening meetings as required and as directed, flex work hours.

This position does not have final procurement authority.

Performs related work as required and as directed.

Considerable knowledge of established codes, ordinances and regulations or the ability to acquire the knowledge rapidly.

Knowledge of legal procedures as related to the enforcement of regulatory codes.

Knowledge of the geography, streets and principal locations of the City.

Knowledge of modern office practices and procedures.

Ability to make inspections; follow instructions and to ascertain facts through investigation.

Ability to make judgmental decisions during inspections and investigations, using tact and diplomacy in disposition of duties.

Ability to operate a City vehicle and possess the required license.

Ability to use modern Police communication equipment.

Ability to speak in front of large groups and teach code compliance.

Ability to confer with the general public, to explain, interpret and enforce regulations in a tactful, firm and impartial manner, identify and resolve problems.

Ability to prepare and maintain records and reports using a computer. Working knowledge of Microsoft programs, Word, Excel, etc., 35 wpm typing ability.

Ability to maintain an effective working relationship with the public, property owners, contractors, professionals, City officials and other City employees.

Education and Experience

Graduation from a standard high school or an equivalent recognized certification, with previous municipal code compliance and/or investigative experience preferred. F.A.C.E. certification desired, or be able to obtain certification within one year of employment.

Licenses and Certifications

Valid State of Florida driver’s license

This is a designated "Will-Call Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
