City of North Miami is seeking an experienced professional to manage the Code Compliance division, developing and supervising programs to enforce city codes and ordinances. The role requires extensive public contact and independent judgment to design effective procedures.
You will supervise officers and clerical staff, coordinate with the Special Master and Code Enforcement Board, review reports, prepare cases, and assist in policy development and budgeting.
This is advanced professional, administrative and supervisory work managing the City’s Code compliance activities. Performs other duties as assigned.
Work includes developing, implementing, administering, and supervising the City’s Code Compliance division and requires extensive public contact, frequently of a delicate nature, requiring the exercise of tact, good judgment, and extensive knowledge and understanding of the City's code of ordinances, laws and regulations. An employee in this class is expected to exercise considerable discretion and independent judgment in developing appropriate procedures to assure that the City codes and ordinances are properly enforced. Work is reviewed through periodic conferences and observation of results obtained.
Supervises, coordinates and assigns the activities of assigned Code Compliance Officers and clerical staff in order to assure a uniform code compliance program;
Ensures that the policies, practices and procedures applicable to code compliance are properly implemented and followed;
Evaluates and recommends modifications to existing Ordinances;
Works closely with and serves as staff to the Special Master and the Code Enforcement Board;
Participates and supervises in the advising of contractors, consultants, property owners, and others regarding zoning and land use control regulations and their application in particular cases;
Supervises the investigation of complaints of nuisances and alleged violations of zoning and code regulations and the securing of evidence of violations;
Supervises and assists subordinates in interpreting code and ordinance requirements;
Supervises the enforcement of liens against properties with complaints;
Reviews and edits reports written by Code Compliance Officers;
Assists in the preparation of cases for action by the Special Master and Code Enforcement Board;
Participates in investigative research, policy development, resource planning and employee professional growth and development;
Recommends changes in administrative policies and procedures;
Prepares and maintains records, reports and correspondence concerning inspection and compliance work;
Prepares and delivers written reports and/or oral presentations;
Assists in the preparation of the departmental budget and develops justifications and background information;
Performs related work as required.
Associate degree with major course work in city planning, public administration, business administration or related field and a minimum of three years experience as a Code Compliance Officer
OR
An equivalent of training or experience which provides the required knowledge, skills and abilities.
Possession of a valid Florida Driver's license.
Extensive knowledge of City and state codes, ordinances and other regulations, their principles and philosophy;
Thorough knowledge of the practices and procedures entailed in code compliance inspection work;
Ability to communicate effectively orally and in writing;
Ability to establish and maintain effective working relationships with City staff, contractors, landlords, tenants, property owners, and the general public;
Ability to resolve conflict problems as they develop both externally in the field and also within the office area;
Ability to apply and interpret related administrative policies and procedures;
Ability to exercise sound judgment in analyzing facts and arriving at conclusions;
Ability to work with confidential data and maintain such confidence;
Ability to prioritize work assignments and to work independently;
Ability to understand and carry out instructions and to complete work assignments correctly;
