Job summary

BlueWater Federal Solutions Inc. in the United States seeks a Coalition Interoperability Specialist to establish, maintain, execute, and facilitate USCENTCOM's C2 Interoperability Program (C2IP).

The role requires an active TS clearance with SCI eligibility, 5+ years of experience, and the ability to brief senior leaders. Willingness to travel to AOR countries and work with Joint C2 systems and data links is essential.

Qualifications

• Bachelor's degree preferred.
• Active TS clearance with SCI eligibility required.
• 5+ years of relevant experience in interoperability or coalition planning.
• Ability to review, edit, and draft written products and brief at GO/FO level.
• Knowledge of DoD and CIN/CNSS policies, COMSEC, ITAR/export controls.
• Experience with Foreign Military Sales (FMS) cases is desirable.

Responsibilities

• Serve as C2 SME and planner for PN country-specific interoperability staff packages.
• Plan, schedule, coordinate, execute, and facilitate cross-command interoperability conferences and working groups.
• Participate in DoD and USCENTCOM meetings and planning activities; provide guidance as needed.
• Liaise with USCENTCOM staff and external agencies to support coalition engagements and governance boards.
• Coordinate resolution of action items through collaboration with stakeholders.
• Provide SME guidance on procedures for identifying and using MIL-STDs and secure communications in CENTCOM AOR.
• Prepare GO/FO-level official correspondence related to engagements, CIS MOA, and ITAR/export compliance.

Overview

BlueWater Federal is looking for a Coalition Interoperability Specialist to help establish, maintain, execute and facilitate USCENTCOM's Command and Control Interoperability Program (C2IP).

Responsibilities

• Serve as C2 Subject Matter Expert (SME) and Planner for Partner Nation (PN) country specific C2 interoperability related staff packages
• Plan, schedule, coordinate, execute, and facilitate cross-command and Regional Partner interoperability conferences, programs, and special working groups
• Participate and provide guidance and direction in DoD agencies, HQ USCENTCOM, and other major commands meetings, panels, study groups, work groups, and other planning activities regarding assigned mission and functions
• Liaise with other USCENTCOM directorates, external components and agencies, Ministries of Defense, and Security Cooperation Offices to support Coalition partner engagements, Command and Control Interoperability Boards (CCIB), Secure C2 Interoperability Working Groups (CIWG), and other events as required
• Coordinate the resolution of CCIB and CIWG action items through collaboration with the USCENTCOM staff and outside agencies
• Provide SME guidance to Implementing Agencies, staff and other organizations on the procedures and processes for the identification, release, and use of U.S. MIL-STDs and secure communications in the CENTCOM AOR
• Prepare GO/FO-level official correspondence (Ghost Emails, Executive Summaries, Information, Position, and White papers, etc,) relating to engagements, Communication Interoperability and Security Memorandum of Agreements (CIS MOA), COMSEC, FMS cases, Third Party Transfers, International Traffic in Arms Regulations (ITAR)/Export Compliance, and planning efforts such as OPLAN/CONPLANS, Theater Campaign Plans, and Security Cooperation Country Plans

Qualifications

• Bachelor's degree is highly preferred
• Must have an active TS clearance with SCI eligibility
• 5+ years of experience
• Ability to review, edit, and draft written products, as well as present, facilitate, and brief at the General Officer/Flag Officer (GO/FO) level
• Working knowledge of collaboration and telecommunications tools, Tactical Data Links (e.g., Link-16, Link-11), cross domain and information sharing solutions (e.g., Radiant Mercury (RM), Trusted Network Environment (TNE), CENTRIXS), COMSEC regulations, CJCS Instructions, Committee on National Security Systems (CNSS) policies, National Security Agency (NSA) Policies, and Command regulations
• Knowledge and/or experience working with Foreign Military Sales (FMS) cases
• Knowledge of COMSEC devices (install, operate, maintain) and requirements to transfer to Foreign Partners
• Knowledge of Joint Operations and Joint C2 systems is preferred
• Geographic Combatant Command experience and knowledge preferred
• Familiarity with Middle Eastern culture and customs; willingness to travel to AOR countries to assist with Coalition engagements
• Knowledge in SharePoint and Tasker Management Tool (TMT) preferred
