Job description

Sayres is seeking a Senior Program Analyst located in San Diego, CA with a SECRET clearance, verifiable in DISS.
Responsibilities

The Senior Program Analyst, co-located at CNSP in Coronado, California, will be responsible for the following:

  1. Responsible for the training and certification of all ships in the Pacific Fleet, including standards development, analysis, monitoring, and tracking ships in training, along with program management and mission area certification.
  2. Participate in weekly CNSP Commander's Update Brief and staff meetings, reviewing mission data and producing quality assurance reports.
  3. Review and provide feedback on training plans, schedules, and SOP deviations for ships in training.
  4. Review certification events and report discrepancies between scheduled and actual training hours.
  5. Track and report ROI of manpower during training phases and unit events.
  6. Provide quarterly feedback on readiness planning and resource utilization, promoting stakeholder coordination.
  7. Annually review and update mission area processes, ensuring compliance with standards.
  8. Collect and analyze data for process improvement to support Navy Surface Forces training missions.
Education, Work Experience, Skills, and Clearance Requirements:
  • BS in a related field.
  • 15 years of Naval shipboard experience.
  • Experience in DoD training and certification processes.
  • Experience in workshop facilitation and process improvement in training.
  • Experience managing training schedules for Naval Surface Forces or similar systems.
  • Experience presenting briefs to senior leadership.
  • Proficiency in Microsoft Office and database applications.
  • Secret clearance verifiable in DISS prior to start date.
Preferred Qualifications:
  • Naval Officer, Command Master Chief, or Senior Enlisted experience on Navy Ships.
  • Knowledge of SFRM and SFEM manuals.
