Brief Job Description
The Health and Human Services Commission (HHSC) Cloud Architect performs highly advanced computer systems analysis work for the Chief Technology Officer (CTO) Division. Determines priority business needs and provides specific solutions and technologies for the development and implementation of strategic initiatives for the Health and Human Services (HHS) agency. Provides recommendation, guidance and leadership in business architecture and systems processing and leads creation of business architecture models and initiatives using project management best practices and industry architecture frameworks. Oversees the development, analysis, and revision of design procedures, program codes, test procedures, and quality standards. Oversees or leads systems design efforts, defines end-to-end architectures, and manages research studies to develop systems recommendations, implementation planning, logical descriptions of problems and optimum solutions. Provides analyses and consultation to agency leadership on key technology issues affecting the agency and research emerging trends and ideas. Coordinates workgroups to define architectures, manage projects across functional agency systems and other state entities, and coordinates planning and scheduling during project transition, development and implementation stages. Skill in analyzing and eliciting business requirements, translate them into business architecture capabilities and map them to technical architecture capabilities.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Represents CTO at meetings, workgroups, conferences and committees as needed. Performs other duties as assigned.

EJF 1
Develops IT roadmaps for the agency to address desired business process and technology improvements. Promotes and supports program area needs within IT. Develops productive working relationships with program area. Understands program area needs and identifies opportunities for improvement. Applies principles of HHS IT and systems integration standards to perform strategy planning work, alternatives analysis, and risk analysis/management. (30%)
EFJ 2
Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs. Recommends and creates technical and product strategies. May consult with customers to help them assess impact on workflow and staffing, offers advice and guidance during the implementation process. Analyzes, leads and coordinates design, development and implementation of systems and services with functionality across program areas using enterprise architecture standards. Plans and schedules studies and system implementation. (25%)

Works with other Information Technology (IT) groups in guiding the strategy for developing projects across agency systems requires coordinating, planning, and scheduling during project development and implementation stages. (25%)

Oversees and/or prepares technical strategies, organizational strategies, project plans, charts, diagrams, tables, monthly and final reports that depict present and proposed systems in terms of costs, benefits derived, and tasks accomplished. (10%)
