DESCRIPTION
The Clinical Supervisor, under the supervision of the Clinical Director or Clinical Manager, is responsible for the day‑to‑day oversight of assigned mental health and/or addictions clinicians.
Responsibilities include planning, assigning, directing, and reviewing the clinical work of mental health therapists; ensuring adherence to Oregon Administrative Rules; monitoring quality assurance; developing and monitoring treatment protocols; carrying a caseload; conducting comprehensive assessments; developing treatment plans; and providing quality clinical care.
SUPERVISION
Supervision Received: Based on location, the position is supervised by the Clinical Manager.
Supervision Exercised: Directly supervises all assigned clinical staff in the mental health and alcohol/drug programs.
RESPONSIBILITIES
- Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians.
- Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy.
- Ensure clinicians are apprised of current evidence‑based practices (EBPs) and that the agency meets or exceeds outcomes standards.
- Ensure all paperwork by the clinical staff is completed in a professional and timely manner; provide supervision when this goal is not met.
- Ensure that the quality of clinical work is superior and completed professionally; provide supervision when this goal is not met.
- Provide after‑hours emergency services on a 24‑hour rotating basis to adults and children, including telephone consultation and crisis intervention in the community.
- Ensure knowledge and application of CCS personnel policies and procedures.
- Recruit, hire, and train new staff; conduct performance evaluations; follow policies for employee discipline and termination; resolve conflict; provide positive leadership.
- Engage in disciplinary actions as appropriate, in consultation with the Clinical Manager, Clinical Director and/or the Executive Director.
- Report all cases of abuse or neglect to the proper agency; complete investigative reports; implement safety plans; act as a Protective Service Investigator.
- Initiate holds, provide civil commitment investigations, and work with hospitals, case workers, and the state and other agencies for the civil commitment process.
- Provide utilization management for adults and children needing higher levels of care.
- Schedule and participate in meetings with other agencies to ensure continuity of service delivery.
- Maintain a caseload and provide quality individual, group, and family counseling services.
- Follow the grievance process for customer complaints and work to resolve complaints.
- Ensure compliance with OARs, Greater Oregon Behavioral Health (GOBHI), and other mental health organizations’ contractual requirements.
- Ensure clients are scheduled in a timely manner.
- Ensure clinical staff coverage by overseeing vacations, sick leave, training, etc.
- Coordinate with contracted prescribers to schedule services and ensure care is well coordinated.
- Work with the Quality Assurance Coordinator to ensure clinicians meet quality standards.
- Participate in internal administrative meetings and hold regular clinical staff meetings.
- Communicate with the public to coordinate work programs and inform the public about services.
- Serve on community boards or committees related to program services.
- Assist the Office Manager in maintaining good working relationships between clerical and clinical staff.
- Administer forms for urinalysis testing (UA’s), provide accurate information, observe UAs, and record all pertinent information.
- Transport customers as needed.
- May be asked to participate in backup on‑call rotations for crisis services.
- Other duties as assigned.
QUALIFICATIONS
Education and/or Experience
Clinical Supervisor I – Master’s degree from an accredited university in psychology, sociology, or a related human services field and 2 years of post‑grad experience in delivering clinical services.
Preferred supervisor experience.
Clinical Supervisor II – Licensed (LCSW, LPC, LMFT) with 5 years of experience in delivering clinical services. Prefer 3 years’ experience as a supervisor in a related field.

- Must hold a valid driver’s license and be insurable or carry insurance for client service purposes.
- Must pass all criminal history check requirements as required by ORS 181.536‑181.537 and OAR 410‑007‑0200 through 410‑007‑0380.
- Must have excellent typing skills and basic office software proficiency.

PHYSICAL DEMANDS
The employee must regularly use office automation, computer, and phone systems; sit, talk, and hear; use hands and fingers; stand, walk, reach, stoop, kneel, and squat; lift up to 30 pounds; and possess vision abilities for close, peripheral, and distance vision. A valid driver’s license is required for vehicle travel.
On‑call rotation may require limited sleep and overnight stays.
WORK ENVIRONMENT
Work is performed in an office setting as well as in the community; occasional overnight stays and travel may be required.
Employee will be required to work in client homes and other environments where safety precautions typical of office work are necessary.
