Job description

This position works within the Citywide Stabilization Program which is comprised of the Stabilization Team, Assisted Outpatient Treatment Team (AOT), PES Linkage Team, and CARE Court Team (CARE). These programs provide intensive case management to adults with mental illness, substance use, houselessness, criminal-legal involvement, chronic medical conditions and other vulnerabilities.

Under the supervision of the Director of Citywide Stabilization, the Clinical Social Work Supervisor provides clinical supervision and oversight of Clinical Social Worker I/II/III and Community Health Program staff within the Citywide Stabilization Programs, primarily for AOT, CARE, and Stabilization, covering other programs as needed. Supervision of staff includes providing training and ongoing oversight of billing, charting, as well as quality and efficacy of clinical services.

Duties of this position include: recruiting, training, and evaluating staff (including initiating disciplinary proceedings as needed), leading team meetings, presenting for community partners and at conferences, collecting data for audits, helping with annual reports and program development, participating in Citywide Leadership Team Meetings, and completing other activities as needed. Supervisor will provide direct service delivery based on the needs of the program, including ongoing mental health services including psychotherapy, assessment, crisis intervention, case management, and outreach to the clients wherever they may reside. This program will remain flexible in the service delivery and responsiveness of the needs of the community mental health system within DPH. As employees of UCSF and contractors with the City of San Francisco, we are essential workers and will continue to support and provide direct service during a natural disaster and or pandemic, including the possibility of deployment.

Department Overview

The Division of Citywide Case Management Programs at UCSF/ZSFG, Department of Psychiatry is located at 1263 Mission Street, San Francisco. The Division provides comprehensive outpatient treatment to those suffering from severe mental illness, often complicated by homelessness, chronic traumatization, institutionalization, substance use disorder and chronic medical conditions. The mission of the Division is to help clients recover prior functioning, while reducing reliance on acute services, and facilitate transitions from ZSFG psychiatric inpatient, jails, or other institutions to the community. Our programs serve a diverse group of individuals, in terms of social, cultural, and linguistic characteristics; and is structured around interdisciplinary teams. Interventions provided include psychotherapy, crisis intervention, psychotropic medication management, case management, outreach, and employment services.

• Supervises staff performing behavioral health services including, assessment, counseling, psychotherapy, crisis intervention, group therapy and / or community health, and testing and / or research for patients with serious mental health disorders. Assists with challenging and / or complex patient care interactions / issues. Advises on patient treatment strategies
• Clinical Supervision Provides immediate supervision to Master's-level clinicians and a patient navigator treating adults suffering from severe mental illness. Ensure compliance with departmental, DPH, and UCSF policies, procedures, and defined internal controls. Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures. Recruits, hires, trains, and disciplines (as needed) team members. Ensures staff are current with licensing and training requirements. Provides orientation and training to staff, monitors and coaches as needed to assure work is performed in adherence to Medi-Ca
• Assists with allocation and management of program resources. Ensures productivity goals are met. Suggests ways to increase efficiency and improve quality of care. Requests additional resources when necessary. Ensures clinicians meet the required productivity standards of 48 hours per month (which may evolve with contract and billing standards). Supervises the quality of employees meeting patient service standards. Mentors staff to communicate with patients regarding their conditions and concerns. Assists with escalated issues and reports changes to the Program or Division Director.
• Manages patient / client records according to state, city and county requirements. Ensures staff accurately document all patient related activities within established time frame. Recommends improvements to clinical documentation/program record keeping. Education and Training Provides education and training to new and veteran staff as needed, as well as provides trainings to community partners.
• Intake/Assessment Screens referrals for meeting program criteria. Conducts intake of new clients, including assessment, community functioning, and service needs, when appropriate. This entails assessment of presenting problems, obtaining psychosocial history, conducting a mental status examination, and diagnosing (DSM V). Responds to unscheduled "walk in" clients, utilizing crisis intervention techniques and providing 5150 services as needed. Acts as liaison to inpatient units, jail, the Office of Coordinated Care, and other referral partners to facilitate referrals and service treatment
• Coordinates the functioning of the multidisciplinary team including case managers, nursing staff and prescriber. Oversees the quality of patient care delivery in the team and serves as a role model. Coordinates closely with community partners.

• Participates in the performance of routine audits and accreditation licensing inspection readiness activities

Required Qualifications

• Master's degree in social work, psychology, or related field from an accredited University University and five years of related work experience including three in a lead/supervisory role or an equivalent combination of education and experience; and knowledge and abilities essential to the successful performance of the duties assigned to the position
• Licensure as a LCSW or MFT from the Board of Behavioral Sciences Examiner
• Two years of experience doing community-based case management and the ability to do outreach to resident units.
• Two years of experience working with individuals actively involved in the civil courts system
• Two years working with severely mentally ill adults, the homeless and dual diagnosed populations
• Three year supervisory or leadership experience
• Ability to ensure patient care service standards are consistently met; assists staff with managing challenging patient interactions with sensitivity and skill.
• Ability to work with clients and program staff from diverse cultural and social class backgrounds
• Ability to work cooperatively and communicate effectively with others. Ability to work in a high stress, high volume area and work well under pressure and with deadlines. Ability to follow oral and written instructions accurately; detail oriented. Able to efficiently prepare written summaries of activities, set priorities and complete reports within required time frames. Knowledge of medical and/or psychiatric terminology
• Strong interpersonal skills and experience working with populations that is diverse in gender, sexual orientation, and ethnicity
• Knowledge of psychiatric service operations and ability to apply concepts in an acute care setting

Preferred Qualifications

• Licensed for two years and able to sign hours for Associate Social Workers and Marriage and Family Therapy Interns
