Job summary

The City of Midland is seeking a Supervising Public Health Nurse to oversee clinical programs and public health initiatives. You will schedule program activities, develop policies, prepare reports, and respond to disease reports and outbreaks.

Responsibilities include staffing, procurement, grant reporting, and supervision of the Epidemiology/Surveillance Program. You will administer the EMR system, immunize citizens, and lead community education efforts and stakeholder partnerships.

Qualifications

• Bachelor's degree in Nursing and RN license required.
• 10 years RN experience with 3–5 years of management experience.
• CPR certification and exposure to public health practice.

Responsibilities

Job description

Supervises public health nurses and clinical programs. This is accomplished by scheduling and monitoring program activities, developing policies and procedures, preparing required reports, reviewing goals and objectives, and responding to disease reports and outbreaks.

BUDGET RESPONSIBILITIES:

Assists in the development of the budget and makes recommendations for purchase, capital items or additional employees during the annual budget process. Monitors expenditures during the year.

ESSENTIAL JOB DUTIES:

• Manages programs by supervising personnel and assigning tasks, projects and activities, participating in the employment process, developing and updating programs, policies and procedures, assisting with educational activities, preparing and submitting required reports, and communicating with community leaders.
• Maintains program staffing by participating in the hiring process, time and leave activities, directing tasks and assignments, providing staff training and related services, monitoring assignments and results, completing performance evaluations, and documenting actions.
• Leads the Epidemiology/Surveillance Program by monitoring staff involvement, reviewing all reports of notifiable conditions and investigations outbreaks of communicable diseases, contacting healthcare providers, patients and their contacts, providing preventive tools as required and requested, educating healthcare providers and the community, entering disease reports into NEDSS (the Texas database) and monitoring disease surveillance
• Functions as Administrator of the electronic medical records system.
• Responsible for management of clinical resources and supplies.
• Assist Health Services Manager with grant applications and grant reporting.
• Core member of the Public Health Preparedness Team, Coordinator Back-up Strategic National Stockpile
• Immunizes citizens against diseases and provides counseling regarding the vaccines and their side effects.
• Provides individualized care according to policies, procedures, program standards, physician orders, and standing delegation orders.
• Performs disease intervention, surveillance, and prevention functions including Tuberculosis Elimination and Control, HIV/STD, Perinatal Hepatitis B, Immunizations, and other Communicable and/or Notifiable Conditions.
• Applies epidemiological principles and methods to assess, prevent, and control disease and promote health.
• Develops and implements community health education programs and presentations.
• Establishes and maintains communication and partnerships with stakeholders including community leaders, other agencies, groups, healthcare providers, schools, and the general public.
• Provides consultation, training, and technical assistance to healthcare providers, academia, and the community.
• Maintains records of work performed.
• Performs other related duties as assigned.

• Ability to transport self from building to building and to attend various functions and meetings at other sites either within or outside of the city.
• Employee will be exposed to potentially hazardous chemicals and body fluids when giving immunizations or obtaining/handling laboratory samples.
• Ability to bend, twist, and lift babies and children regularly.
• Fine dexterity when preparing and administering medications and immunizations.
• Fine dexterity when using computer keyboard, telephone keypad, and calculator.

KNOWLEDGE, ABILITIES AND SKILLS

• Knowledge of professional nursing theory, nursing process, the legal framework of nursing, and medical standing delegation orders.
• Knowledge of public health principles/practice, epidemiology, disease prevention, and health promotion.
• Knowledge of teaching/learning theories, and skills in developing and providing individual and group education /training.
• Knowledge of cultural, social, and economic forces in families and communities.
• Knowledge of community resources. Skills necessary to provide direct nursing care to individuals, families, and communities.
• Skills in basic computer use including data input, word processing, spreadsheet, e-mail and internet. Knowledge of electronic medical records.
• Ability to problem solve, prioritize, plan, and execute work utilizing supervisory and consultative resources as needed.
• Knowledge of current health care and wellness techniques.
• Ability to read and understand technical materials, reports and journals relating to community health. Ability to maintain confidentiality and comply with HIPAA requirements.

MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION

Bachelors degree or equivalent required. Licensed as a registered nurse. 10 years experience as an RN with 3-5 years of management experience required.

Valid Texas driver's license required. CPR Certification.
