Qualifications

  • Bachelor's degree in Nursing, Respiratory Therapy, Health Sciences or a related healthcare field.
  • Master's degree preferred.
  • Minimum five (5) years recent progressive healthcare experience, including clinical and leadership experience.
  • Current BCLS certification required.
  • ACLS certification required or willingness to obtain.
  • MDRD certification considered an asset.
  • Leadership experience in Perioperative Services, Obstetrical Services, Respiratory Therapy or other acute care clinical programs preferred.
  • Demonstrated experience in quality improvement, patient safety and change management initiatives preferred.

Responsibilities

  • Provides high quality, effective, efficient and safe patient care services through the management of human, financial and environmental resources.
  • Manages day-to-day operations of Obstetrical Services, Perioperative Services and Respiratory Therapy.
  • Organizes and coordinates staffing to ensure safe, effective and efficient patient care delivery.
  • Accountable for recruitment, onboarding, performance management, staff development and retention of assigned staff.
  • Collaborates with the Director to support professional practice, workforce planning and succession planning initiatives.
  • Develops and maintains collaborative working relationships with physicians, professional practice leaders and interprofessional partners.
  • Acts as the operational liaison between staff, physicians and hospital leadership.
  • Ensures compliance with hospital policies, professional standards, legislation and accreditation requirements.
  • Provides leadership in the development, implementation and evaluation of quality improvement, patient safety and risk management initiatives.
  • Monitors and responds to key quality, operational and patient experience indicators.
  • Leads investigations of incidents, complaints and patient safety events and implements corrective actions as required.
  • Supports evidence-based practice, staff education and continuous learning.
  • Ensures new staff receive appropriate orientation and ongoing development opportunities.
  • Participates in strategic planning, program development and service improvement initiatives.
  • Contributes to the development, implementation and monitoring of operating and capital budgets.
  • Identifies opportunities to improve service delivery, operational effectiveness and resource utilization.
  • Supports maternal-newborn safety initiatives and obstetrical emergency preparedness activities.
  • Collaborates with surgical and anesthesia teams to support operating room efficiency, patient flow, access to care and surgical quality outcomes.
  • Supports the delivery of safe, evidence-based respiratory care services and hospital-wide emergency response initiatives.
  • Promotes a culture of quality, safety, accountability, equity, inclusion and patient-centred care.
  • Undertakes the legal duty to take every precaution reasonable to protect workers.
  • Communicates issues, risks and opportunities to the Director.
  • Participates in committees, meetings and organizational initiatives as required.
  • Attends and completes required education, training and professional development activities.
  • Participates in the Manager-On-Call rotation and provides operational leadership, decision-making and issue resolution during after-hours, weekends and statutory holidays.

Job Summary
The Clinical Manager is responsible and accountable for the operational, clinical, human resource, quality, and financial management of Perioperative Services (Operating Room, PACU, Day Surgery and MDRD), Obstetrical Services (Labour & Delivery and Postpartum) and Respiratory Therapy. The role ensures the delivery of safe, high-quality, patient and family-centred care through effective management of resources, staff development, quality improvement, patient safety initiatives, and evidence-informed practice. The Clinical Manager works collaboratively with physicians, interprofessional teams and hospital leadership to achieve program, organizational and strategic objectives.
