Job summary

Kings View Community Services, Inc. seeks a Program Manager II to provide advanced leadership for behavioral health programs in Hanford, CA.

You will oversee service delivery, regulatory compliance, and program performance, guiding staff and collaborating with leadership and community partners. This full-time exempt role requires a Master’s degree in a behavioral health field, California licensure, and several years of supervisory experience.

Qualifications

• Master’s degree in Social Work, Marriage and Family Therapy, Counseling, or related behavioral health field.
• CA licensure as LCSW, LMFT, LPCC, or licensed psychologist, as applicable.
• At least four years of progressively responsible experience in behavioral health.
• At least two years of supervisory or leadership experience.
• Valid California Class C driver’s license and insurability if driving is essential.

Responsibilities

• Lead program operations, staffing, service delivery, and performance improvement.
• Ensure compliance with laws, regulations, contracts, licensing requirements, and organizational policies.
• Supervise clinical and/or program staff, including hiring, onboarding, training, performance management, and disciplinary actions.
• Monitor productivity, service quality, program outcomes, and timely documentation and reporting.
• Provide clinical or program guidance within the scope of professional licensure.
• Oversee quality assurance, chart reviews, audits, and corrective action planning.
• Respond to incidents, escalations, and high-risk situations according to established protocols.
• Partner with leadership, external stakeholders, and multidisciplinary teams to improve program operations.
• Coach and mentor employees and maintain a safe, respectful, professional environment.
• Protect client and organizational information in accordance with HIPAA and applicable privacy requirements.

Salary Range: $55.38–$64.20 per hour

Position Overview:

The Program Manager II provides advanced leadership and oversight of assigned behavioral health programs, ensuring effective service delivery, regulatory and contractual compliance, and strong clinical and operational performance. This position supervises clinical and program staff, promotes quality and positive client outcomes, and collaborates with organizational leadership and community stakeholders.

What You’ll Bring:

Required Qualifications:

• Master’s degree in Social Work, Marriage and Family Therapy, Counseling, or a related behavioral health field.
• Current California licensure as an LCSW, LMFT, LPCC, or licensed psychologist, as applicable.
• At least four years of progressively responsible experience in behavioral health or a related field.
• At least two years of supervisory or leadership experience.
• Valid California Class C driver’s license, acceptable driving record, and required insurability if driving is an essential function.

Required Skills:

• Advanced knowledge of behavioral health operations, documentation standards, and regulatory compliance.
• Strong staff leadership, operational management, communication, judgment, and problem-solving skills.
• Ability to manage competing priorities and collaborate across multidisciplinary teams.

Preferred Experience:

• Behavioral health program management; Medi-Cal/DHCS requirements; audits, compliance, and quality assurance.
• Experience supporting diverse populations and complex clinical or operational programs.
