Job summary

Better Path Community Outreach Center in Windsor Mill, MD seeks an experienced, licensed Clinical Director for a full‑time contractual position. You will provide clinical leadership, regulatory compliance oversight, and day‑to‑day programmatic guidance across PHP, IOP, and OP levels of care, ensuring compliance with COMAR, Medicaid, and ASAM criteria.

Qualifications

Active, unrestricted Maryland clinical license — one of the listed credentials.
Minimum 3–5 years of clinical experience in substance use/treatment with at least 2 years in leadership.
Working knowledge of ASAM Criteria for level‑of‑care assessment and treatment planning.
Demonstrated understanding of COMAR behavioral health regulations and BHA licensing requirements.
Experience with Medicaid billing, documentation, and medical necessity standards.
Experience working with justice‑involved populations or drug court referrals preferred.
Strong knowledge of 42 CFR Part 2 and HIPAA confidentiality requirements.
Excellent written and verbal communication skills for court reporting and regulatory documentation.

Responsibilities

Provide clinical and administrative leadership across PHP, IOP, and OP levels of care.
Ensure consistent clinical presence and decision‑making authority across all shifts/sites.
Oversee treatment planning, level‑of‑care placement using ASAM Criteria, and plan reviews.
Supervise licensed clinicians, counselors, case managers, and peer recovery staff.
