Strategic Resources, Inc. (SRI) is an international, ISO 9001, 20000, 27001 Certified, CMMI Level 3 Rated full-service provider with more than 36 years’ experience in the Federal, Military, and Commercial Marketplaces. SRI is seeking committed and passionate professionals to provide critical ECRC Family Readiness Coordination Services to the Navy’s Fleet and Family Support Programs (FFSPs) designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families.

Overview

Commander, Navy Installations Command (CNIC) requires comprehensive services, programs, personnel and administrative support for Fleet and Family Support Programs (FFSPs) located throughout CONUS and OCONUS. The overall goal is to implement and evaluate established services and programs designed to maximize the well-being of active duty, retirees, civilians (OCONUS) and their families. We are required to develop concepts, structures, processes, procedures, and practices for meeting these objectives. The purpose of this contract is twofold: one, to provide global staffing to augment existing FFSP and personnel; and two, to provide FFSP with webinar hosting, production and facilitation services through a learning management system.

The primary mission of each FFSP is to assist commands in achieving operational readiness, superior performance, member retention, and a reasonable quality of life for military personnel and their families. Commands and FFSPs share the common goals of keeping individuals and families resilient and strong, preventing individual and family dysfunction, facilitating personal and family self-sufficiency, and creating overall command and community well-being.

PWS Requirements: Tasks 4.3.1 Crisis Response/Psychological First Aid, 4.3.2 Non-Medical Counseling, 4.3.3. Sailor Assistance and Intercept for Life (SAIL), 4.3.5 Family Advocacy Program – Case Management and Intervention, and 4.2.13 Emergency Preparedness and Response. They may provide programs and services identified in 4.3.4 Family Advocacy Program – Awareness and Prevention Education if the time permits after completion of clinical tasks identified in 4.3.1 Crisis Response/Psychological First Aid, 4.3.2 Non-Medical Counseling, 4.3.3. Sailor Assistance and Intercept for Life (SAIL) and 4.3.5 Family Advocacy Program – Case Management and Intervention.

12.4.1 Clinical Counselor: Clinical counselors must meet or exceed the requirements for Tier II qualified clinical practitioners, as described in SECNAVINST 1754.7A. Minimum educational qualifications include a master’s degree in social work accredited by the Counsel on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology accredited by the American Psychological Association. Minimum professional qualifications include a current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of clinical social work, marriage and family therapy or clinical/counseling psychology. Each clinical counselor must maintain current clinical credentials and privileges throughout their FFSP assignment. Minimum experience includes two years, including at least 2000 hours, of full-time post-master’s supervised clinical experience. Counselors must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through direct service clinical experience during the 2 years preceding hire. Counselors must have a minimum of two years’ experience working in the field of child abuse and domestic abuse. Clinical Counselors may provide the programs and services

identified in Tasks 4.3.1, 4.3.2, 4.3.3, 4.3.5, and 4.2.13. They may provide programs and services identified in 4.3.4 if the time permits after completion of clinical tasks identified in 4.3.1, 4.3.2, 4.3.3 and 4.3.5.

Summary

Clinical counselors provide non-medical counseling to active-duty clients within their assigned area. This includes assessments and short-term, solution focused counseling services remotely through MS Teams or telephonic contact. Remote Clinical Counselors will prioritize referrals from the program. This position is remote but must be located in the area of responsibility and within 100 miles of a Navy installation within the area of responsibility.

Essential Duties And Responsibilities

  • Scope of practice is limited to counseling services for “Other Conditions That May Be a Focus of Clinical Attention and Adjustment Disorders” for clients within their assigned area.
  • Ensure referral for appropriate behavioral health follow-up of any psychological disorders or symptoms requiring longer-term and/or medical/psychiatric intervention. Conduct intake, screening, assessment, and referral of clients as appropriate. Work with the client to establish an individual treatment plan. Provide individual, couples, and group counseling. Provide information about existing Navy programs. Provide immediate intervention and risk assessment IAW best practices in the mental health community and educate and ensure adequate referral and follow-up of any case presenting suicidal or homicidal risk.
  • Perform accurate assessment of the client’s presenting problem and plan effective treatment for that problem.
  • Provide an initial clinical assessment and ongoing suicide risk assessments. Provide ongoing safety planning using the Veterans Affairs Safety Plan for clients in the program.
  • Report suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Representative IAW Navy and state requirements.
  • Provide a warm handoff to the Family Advocacy Representative or FAP Victim Advocate for clients wanting to make a restricted domestic abuse report.
  • Provide a warm handoff to the Sexual Assault Response Coordinator or SAPR Victim Advocate for clients wanting to make a restricted sexual assault report.
  • Intervene in crisis situations, using sound professional judgment, ethical practice, and common sense.
  • Remote Clinical Counselors may be authorized to provide temporary surge support (telephonically and through Navy authorized remote platforms) across additional Navy Regions when there is an increased number of cases within a region needing counseling. All efforts should be made to provide appointments in the time zone of the Sailor’s location.
  • Participate in site/regional quarterly quality assurance procedures to ensure that all clinical services provided are safe and of good quality.
  • Maintain counseling case documentation in the FFSMIS Clinical Counseling Record System for all clinical counseling assessment and counseling services IAW all applicable policies, laws, and instructions.
  • Ensure all clinical counseling services are accounted for in the FFSMIS scheduling module.

Required Education And/or Experience Qualifications

  • Clinical counselors must meet or exceed the requirements for Tier II qualified clinical practitioners, as described in SECNAVINST 1754.7A. A master’s degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; master’s degree in social work accredited by the Counsel on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology accredited by the American Psychological Association.
  • Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical/counseling psychology- LCSW (Licensed Clinical Social Worker), LMFT (Licensed Marriage and Family Therapist), LCP (Licensed Clinical Psychologist/ Licensed PhD in Psychology), LPC (Licensed Professional Counselor), LCPC (Licensed Certified Professional Counselor), LMHC (Licensed Mental Health Counselor).
  • Minimum experience includes two years, including at least 2000 hours, of full-time post-master’s supervised clinical experience. Counselors must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through direct service clinical experience during the 2 years preceding hire.   • Each Remote Clinical Counselor must maintain current clinical credentials and privileges throughout their FFSP assignment.
  • Clinical Counselors must meet or exceed the requirements for Tier II clinical practitioner
  • Counselors must meet the standards of professional and ethical conduct prescribed by their discipline or licensing board and demonstrate current clinical competence through at least periodic, direct service clinical experience during the 2 years preceding hire.

Preferred Qualifications

  • Knowledge of the difficulties of adjusting to general life stresses as well as those resulting from the requirements of military life, and experience providing short-term counseling for those issues.
  • Knowledge of standard documentation requirements for clinical service
  • Knowledge of available military and community referral resource
  • Ability to work effectively with diverse racial, ethnic, and socioeconomic backgrounds
  • Proficiency in oral and written communication skills
  • Knowledge of Microsoft Office Suite software and skilled in the use of office software, including electronic health records and scheduling systems.

Other Skills And Abilities

Requirements: All positions that require access to U.S. Government facilities and systems require U.S. Citizenship, and reliable transportation to travel to assigned locations and nearby facilities. Candidates must successfully complete a Background Investigation to include but is not limited to: Criminal History Check, Credit Check, Employment Verification, and DMV Records.
