Job summary

Gateway Community Health Center Inc. in Laredo, TX, seeks an experienced Clinic Manager to lead daily operations at the Central Clinic and urgent care.

Qualifications

  • Associate degree in Nursing is required.
  • BSN preferred for this role.
  • Active, unrestricted Texas RN license is required.
  • Minimum of five (5) years of full-time paid experience in hospital, community health center or ambulatory care.
  • Two years of supervisory experience.
  • Bilingual in English and Spanish is preferred.

Responsibilities

  • Document health histories and chief complaints at entrance interview.
  • Assist with medical examinations and prepare supplies for procedures.
  • Instruct patients on specimen collection and lab forms.
  • Administer injections as ordered by physician.
  • Immunize according to Texas DHHS schedule; maintain records.
  • Perform EKGs, Holter, audiograms and pulmonary function tests as ordered.
  • Supervise, train and evaluate clerical staff and medical assistants.
  • Ensure compliance with Joint Commission, HIPAA and internal policies.
  • Coordinate inter-departmental services to maintain clinic efficiency.
  • Address patient complaints professionally and ensure timely follow-up.

Position Type: Full Time

DESCRIPTION: Performs routine technical nursing duties and assists with the overall administrative management of the daily operations at center’s primary health care clinics and Urgent Care Clinic. Clinic Manager will work under the direction of the physician and the supervision of the Chief of Clinical Services. The nurse will assist in providing services directed toward restoration of health and wellness along with health promotion. Manager will assure compliance by all programs with the overall rules and regulations under which the Center operates. Manager will strive to assure cooperation between all programs within the Clinic and other Center service sites. Clinic Manager will be responsible for the direct supervision, evaluation, and training of clerical staff and medical assistants to assure that personnel conform to the Center’s personnel and operations policies and procedures.

Directly supervised by the Director of Nursing.

Supervises: Medical Assistants.

Typical Physical Demands

Requires intermittent sitting, stooping, bending, kneeling, and standing. May require moving up to 25 pounds. Requires the use of office equipment such as calculator, typewriter, computer, copier, etc.

Essential Functions
  • At entrance interview: documents health histories, records medications being taken and records chief complaint and observed symptoms.
  • Assists with medical examination by helping the patient into disposable gown and setting up the various supplies or equipment needed for procedure.
  • Instructs patients on the collection of lab specimens and completes lab information forms.
  • Administers therapeutic injections ordered by the physician.
  • Assesses immunization records and administers immunizations in accordance with Texas Department of Health schedule.
  • Performs EKG’s and posts results, performs Holter exams, Audiograms, and Pulmonary function tests as ordered by physician.
  • Provides medication instructions during exit interview as ordered by physician.
  • Assists the physician when necessary such as in minor surgery.
  • Maintains emergency resuscitation supplies, equipment, medications and oxygen supplies.
  • Maintains clinic and personal protective equipment cabinets, stocked as well as other OSHA requirements.
  • Assists Medical Assistant in performing vital signs: temperatures, accuchecks, blood pressures, heights and weights as necessary.
  • Assists in keeping inventory of clinical supplies, restocking and ordering as necessary.
  • Interprets for non-English speaking patients.
  • Complies with state and organizational continuing medical education requirements.
  • Performs other necessary duties as required by the Center to achieve the goal of providing primary health care services.
  • Follows up provider(s) orders.
  • Call in preauthorization of RX’s and/or exams.
  • Collects data for purposes of evaluating a process.
  • Organizes the work flow of medical support staff and providers.
  • Assists Director of Nursing by observing implementing and evaluating specific duties assigned to particular staff and addressing findings.
  • Assists in the education and training of medical support staff during the departmental development training.
  • Responsible for closely supervising all medical staff that the routine work process is being conducted in a safe and effective manner.
  • Responsible for making sure the medical support staff passes all competences specific to their assignments.
  • Responsible for dealing with compliance of different departments as it pertains to the medical support staff.
  • Monitors occurrence/incident reports as it affects providers, medical support staff and/or departments by providing counseling and training, etc.
  • Assists to ensure that the supervision of all program employees is adequate.
  • Assists to ensure that monthly work schedules are prepared by each program supervisor.
  • Ensures that patient services are delivered in a professional and confidential manner.
  • Supervises the coordination of all inter-departmental services and ensures policy and procedure adherence by all programs involved.
  • Addresses patient complaints in a professional, courteous and timely manner and reports findings via the Center’s Incident Reporting Process.
  • Assists to ensure that all new employees are oriented to the Clinic and to the department to which they are assigned.
  • Assists to ensure that all departments maintains updated department(s) clinic manuals/program and protocols.
  • Assists to ensure that all departments adhere to the aforementioned manuals and protocols.
  • Assess department’s capacity for absorbing urgent, walk-in patient requests to be seen on day that patient presents.
  • Works with each clinical department in evaluating clinic flow and/or program operational efficiency.
  • Ensures clinical tracking of in-house and interagency referrals.
  • Participates in Quality Improvement/Risk Management activities.
  • Assists staff in obtaining community assistance/referral for clinic’s patients.
  • Ensures timely follow-up of abnormal results and/or condition as per protocol or procedure.
  • Prepares and submits required reports.
  • Ensures that adequate number of patients is assigned to provider.
  • Works with Director of Nursing, Chief of Clinical Services and Chief Medical Director to ensure services, personnel and Center activities operate efficiently.
  • Serves on the Center’s Compliance/Performance Improvement/Risk Management (CPIRM), and Safety Committees.
  • Basic knowledge of Joint Commission requirements, Compliance and HIPAA.
  • Basic knowledge of Bureau of Primary Health Care and Texas Department of State Health Services, expectations, rules and regulations.
  • Performs other duties as assigned.
Minimum Qualifications
  • Associate’s Degree in Nursing required.
  • Bachelors of Science degree in Nursing from an accredited college or university preferred.
  • Active unrestricted license to practice as a Registered Nurse in the State of Texas.
  • Minimum of five (5) years of full-time paid experience in a hospital, community health center or ambulatory care position.
  • Two years of supervisory experience.
  • Experience as a hospital nurse strongly preferred.
  • Maintain current BLS certification.
  • Bilingual in English and Spanish preferred.
  • Possess means of transportation.
  • Valid Texas Driver’s License and minimum liability insurance.
