Job description

The Kings County Clerk/Recorder's Office is currently seeking qualified individuals for the position of:

Clerk/Recorder Assistant I/II

Level I: $40,144.00 - $48,984.00 Annually

Level II: $44,345.60 - $54,100.80 Annually

We are looking for motivated, detail-oriented individuals to join our team as Clerk/Recorder Assistants. In this role, you will perform specialized clerical duties that support the accurate examination, processing, and recording of a wide variety of official documents. You will assist the public with vital records including birth and death certificates, marriage licenses, and fictitious business name statements while ensuring compliance with state and local regulations.

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.

  • Performs a variety of specialized clerical duties including the responsible examination and recording of official federal, state, county and local records and documents; issues vital statistics, birth and death certificates, marriage licenses, fictitious business name statements, and other documents as required.
  • Utilizes knowledge, interpretation and application of federal and state codes, laws and manuals related to recording documents to establish official county records and other documents as required.
  • Assists the public at the counter or on the telephone with inquiries on how to receive birth, death, marriage certificates or marriage licenses and how to record property transactions.
  • Accepts and processes vital records requests; examines documents to be recorded, determines recordability, and records documents; logs military discharges to establish veteran record information.
  • Scans images and reviews for clarity and accuracy; compiles, maintains and counter-checks indexes and cross indexes of official records.
  • Processes and files documents; reviews vital records books.
  • Issues licenses and performs marriage ceremonies.
  • Collects fees, issues receipt, makes change and balances money for deposit.
  • Performs other routine clerical support work as required, which may include, but is not limited to, copying documents, filing/retrieving files, processing mail, faxing information, collating documents, maintaining lists and logs, scanning/imaging/indexing documents, data entry, opening and distributing mail, processing outgoing mail, ordering, and maintaining inventory of supplies and forms.
  • Provide clerical assistance or relief to other divisions within the department as requested or assigned.
  • Provides training to less experienced staff and volunteers as assigned.
  • Performs related duties as assigned.

Education and Experience

Education:

  • Clerk/Recorder Assistant I/II - Equivalent to completion of the twelfth (12th) grade.
Experience:
  • Clerk/Recorder Assistant I – One (1) year of general clerical experience.
  • Clerk/Recorder Assistant II – One (1) year of experience as a Clerk/Recorder Assistant I in Kings County or an equivalent position in a Recorder or County Clerk’s office performing legal document processing, recording and indexing work.
Licenses and Certifications

Licenses:

  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
Special Requirements

Qualify for security clearance through a background investigation and fingerprint check by government agencies at different times; by law, all documents presented for recording must be recorded on the day of submission, regardless of volume; mandatory overtime may be required with little or no prior notice.

All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the selection process may include the following:

  • (1) Screening committee (pass/fail) and/or
  • (2) Written examination (pass/fail)
  • (3) Oral examination (100%) This may include a written practical component (100%) to determine placement on the eligible list.

Note: Those applicants who are among the top 40 written test scores will be invited to participate in the oral examination process.
