This role will also have direct ownership of the EO COMSEC team/accounts and collaboration with the BA COMSEC leads responsible for safeguarding critical national security data and enterprise asset management inventories.

You will direct the end-to-end lifecycle of cryptographic products, represent LM to government auditing bodies (NSA and others), and steer the modernization of our enterprise Key Management Infrastructure (KMI).

Beyond legacy compliance, this senior leader will drive our Next‑Generation Cryptographic Modernization Initiative. Through collaboration with the Classified Information Technology (CIT) organization, you will oversee the wholesale migration from aging architectures to decentralized Key Management Infrastructure (KMI) Over‑The‑Air‑Distribution (OTAD), quantum‑resistant algorithms, and Cloud Hardware Security Modules (HSMs).

  • Next‑Gen Tech Implementation: Lead the integration of advanced cryptographic technologies, including modern NSA Commercial Solutions for Classified (CSfC), next‑gen IP packet encryptors (TACLANE‑ES), and programmable tactical data links.
  • Enterprise Account Auditing: Direct a team of senior COMSEC custodians to perform comprehensive field audits and Site Assistance Visits (SAVs) across all downstream Tier‑2 and Tier‑3 sub-accounts.
  • NSA Liaison & Policy Evolution: Act as the primary interface to the NSA Central Office of Record Procedures and Insecurities Branch as well as other government entities. Co-author internal directives that translate evolving National Security Decisions and CNSSI mandates into actionable enterprise roadmaps.
  • Account Management & Compliance: Maintain absolute accountability for the generation, receipt, storage, distribution, and destruction of classified and proprietary cryptographic material in strict accordance with NSA Policy Manual 3‑16 and CNSSI 4001/4005.
  • Incident Response & Auditing: Serve as the lead investigator for all COMSEC incidents, insecurities, and anomalies. Coordinate reporting and remediation with the appropriate Central Office of Record (COR). Oversee semi‑annual government inspections and internal continuous compliance audits.
  • Team Leadership: Directly lead a geographically dispersed team of COMSEC Custodians, security analysts, and network cryptographic engineers across Enterprise Operations sites. Partner with and mentor COMSEC leads from multiple LockheedMartin business units to ensure consistent, cryptographic practices organization wide.
Basic Qualifications
  • Experience: 10+ years of progressive experience in COMSEC, Network Engineering, or Network Security operations, with at least 3+ years in a senior leadership or management capacity within defense contracting or federal environments. Demonstrated success commanding cross‑functional teams of network communications engineers, software developers, and field custodians.
  • Technical Mastery: Proven expertise configuring and managing Type‑1 cryptographic products (e.g., TACLANE KG‑175 series, KIV‑77, KGV‑72) and experience deploying NSA commercial solutions for classified (CSfC) architectures.
  • Regulatory Expertise: In‑depth, working knowledge of NISPOM (32 CFR Part 117), NIST SP 800‑53, and Committee on National Security Systems Instructions (CNSSI).
  • Crypto Modernization Background: Direct experience managing technical system transitions (such as the sunsetting of legacy EKMS platforms or manual paper-key distribution to automated, software‑defined cryptographic delivery).
  • Clearance: Active TS/SCI clearance.
Desired Skills
  • Strong background in managing Public Key Infrastructure (PKI), asymmetric cryptography, and quantum‑resistant encryption roadmaps.
  • Master’s Degree in Cybersecurity, Information Technology, or a related technical field.
