Job summary

The City of Albuquerque is seeking an CJIS System Access Coordinator within the APD Emergency Communications Division. This role will manage information system accounts, establishing, activating, modifying, reviewing, disabling, and removing access for personnel.

Responsibilities include serving as the assistant TAC for the NCIC Unit, coordinating with the TAC, overseeing security of terminals and network components, and ensuring compliance with state and DPS requirements.

Qualifications

  • Associates degree in business, public administration, or criminal justice.
  • Three years of Records Management experience, including leadership.
  • Valid New Mexico driver’s license and COP within six months of hire.
  • Must complete NM DPS TAC test/training within six months.

Responsibilities

Job description

Position Summary

The CJIS System Access Coordinator at the Albuquerque Police Emergency Communications Division will oversee and manage information system accounts, including establishing, activating, modifying, reviewing, disabling, and removing accounts. They will also serve the NCIC Unit as the assistant TAC (Terminal Agency Coordinator) and work with the TAC for the division. They will assist in all TAC responsibilities, including but not limited to: Granting access to CJI/DPS systems for APD, maintaining personnel files that have been granted to CJI/DPS systems for APD, overseeing validations for the unit and making sure the division is compliant with DPS expectations and protocols. Essential And Supplemental Functions
  • Validate information system accounts at least annually and shall document the validation process.
  • Develop and maintain a quality assurance program to ensure all persons having access to the law enforcement NCIC system are properly trained, and certified as required by the State and Federal requirements.
  • Work with APD Division TAC to oversee the security of all terminals and work closely with the information technologies department to maintain a proper level of security for all computers, access devices, circuits, hubs, routers, firewalls, and other components that make up and support the records network.
  • Work closely with the NCIC training supervisors to ensure ongoing training of operators and officers are being conducted.
  • Account management includes the identification of account types (i.e., individual, group, and system), establishment of conditions for group membership, and assignment of associated authorizations.
  • Assist TAC for all audits conducted by internal and external agencies.
  • Organize and supervise the training and testing of NCIC certification biennially for sworn and civilian employees.
  • Works cooperatively with personnel from the various divisions within the department.
  • Prepare analytical and statistical reports on operations and activities.
  • Oversee validations of NCIC records, quality control, training and certification of operators, records maintenance, and the terminal security officer.
  • Responsible for setting up new users in the NCIC system by submitting a User Authorizations form to DPS and ensuring they complete an NCIC security awareness certification.
  • Identify authorized users of the information system and specify access rights/privileges and shall grant access to the information system based on established criteria.

Minimum Education, Experience And Additional Requirements

Associates degree from an accredited university or college in business, public administration, or criminal justice; Three (3) years of Records Management experience; To include one (1) year of lead or supervisory experience.

Additional Requirements

Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.

Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.

Successful candidates must currently have or successfully complete the New Mexico Department of Public Safety Terminal Agency Coordinator test/training within six (6) months from date of hire.
