Civil Superintendent

The Civil Superintendent is responsible for planning, directing, and coordinating all site development and civil construction activities for assigned projects. This role oversees the execution of site work from initial mobilization through turnover, ensuring work is performed safely, on schedule, within budget, and in compliance with contract documents, environmental requirements, and quality standards. The Civil Superintendent supports both ground‑up new construction and modular construction delivery models, ensuring site readiness, utility coordination, and foundation work are sequenced to support vertical construction or modular installation activities.

Responsibilities

Project Planning & Execution
- Lead and manage on‑site civil construction activities including earthwork, clearing, grubbing, grading, stormwater management (temporary and permanent), underground utility installation (water, sewer, storm, electrical, communications, fire protection, fuel systems as applicable).
- Concrete scopes including foundations, slabs‑on‑grade, trenches, duct banks, pads, and equipment foundations.
- Develop and maintain short‑term and long‑term civil work plans, aligning with vertical construction milestones and modular fabrication, delivery, and set schedules.
- Coordinate civil scope execution with general contractors, project managers, design teams, inspectors, and utility providers.
Schedule & Budget Management
- Develop and manage civil construction schedules, including look‑ahead planning (3‑week, 6‑week, and phase schedules).
- Identify potential schedule conflicts, access constraints, or utility impacts and implement corrective actions.
- Monitor labor, equipment, and subcontractor costs to align with project budgets.
- Provide accurate field input for progress reporting, percent complete tracking, and job cost forecasting.
Subcontractor & Workforce Leadership
- Direct, supervise, and coordinate civil subcontractors, foremen, and labor forces assigned to site work activities.
- Ensure subcontractors understand scope, specifications, safety requirements, and quality expectations.
- Conduct daily coordination meetings and pre‑task planning discussions.
- Support mentoring and development of foremen and field leaders.
Quality Control
- Ensure all civil and site work is performed per project plans, specifications, and approved submittals.
- Perform inspections, verify tolerances, elevations, and locations, and coordinate required testing (compaction, concrete, pressure testing, etc.).
- Address deficiencies promptly and verify corrective actions are completed.
Safety & Environmental Compliance
- Enforce site safety requirements, OSHA regulations, site‑specific safety plans, and environmental controls.
- Lead daily pre‑task planning, JHAs, and toolbox talks.
- Oversee environmental compliance measures: erosion and sediment control, SWPPP implementation, spill prevention, protection of wetlands, waterways, and adjacent facilities.
- Maintain a clean, compliant, and well‑organized job site.
Modular Construction Coordination
- Coordinate civil scope to support modular construction, including foundation and pad readiness, utility rough‑ins aligning with modular connection points, crane access, laydown areas, haul routes, and tolerances needed for modular set accuracy.
- Collaborate with modular vendors, logistics teams, and set crews to ensure integration between site work and modular installation.
Documentation & Communication
- Maintain accurate daily reports, field logs, inspection records, and as‑built documentation.
- Communicate regularly with project leadership on progress, risks, and required decisions.
- Participate in owner, GC, and coordination meetings as needed.

Qualifications

Education:

High school diploma or GED required; additional technical or construction management education preferred.
Minimum 10+ years of experience in civil or site construction, with progressive supervisory or superintendent role.
Extensive experience with site development and utilities, concrete foundations and structural slabs, environmental controls and site safety.
Knowledge of construction sequencing, productivity, coordination with vertical or modular construction teams.
Ability to read and interpret civil drawings, specifications, and survey/layout information.

Travel up to 100% may be required.

Preferred

Experience supporting mission‑critical, industrial, or complex commercial projects.
Prior experience coordinating site work for modular or prefabricated building systems.
Proficiency with construction scheduling tools and field reporting platforms.
Strong leadership, communication, and problem‑solving skills.

Working Conditions

Extended periods working outdoors in varying weather conditions.
