Join our team as a Civil Rights & Privacy Officer focused on protecting client civil rights and privacy across the Department of Health and Welfare. In this role, you'll serve as the department’s subject‑matter expert, helping ensure that every client is treated fairly and that private information is handled with the highest level of care. In this role you will:

Responsibilities

• Guide leaders and staff on civil rights requirements, including complaint handling and reasonable modifications.
• Provide expertise on privacy standards, such as appropriate use and disclosure of confidential and HIPAA‑protected information.
• Research and interpret federal and state regulations to ensure accurate and consistent application across the department.
• Partner with programs inside and outside the department to support compliance and implement required updates or changes.
• Lead or oversee investigations into discrimination, harassment, or privacy concerns.
• Serve as a liaison to state and federal oversight agencies.
• Act as a knowledgeable resource for clients, customers, and staff regarding civil rights and privacy protections.
• Function as the department’s expert in assigned program areas of client civil rights and privacy.
• Recommends appropriate proactive or corrective actions to address compliance issues; monitors the progress toward established goals and objectives on a statewide basis.

Compliance

• Research, interpret, and apply federal regulations, state statute/rules, and court rulings related to client civil rights and privacy.
• Collaborate with DHW programs, including external partners, to implement changes to meet federal/state requirements.
• Independently investigate (or direct investigations into) allegations of client discrimination/harassment and privacy complaints (including, requests for reconsideration).
• Serve as department liaison with state or federal agencies.

Health Information Privacy Rights for Individuals

• Consult with programs about privacy issues, including, safeguarding data, breaches, requests to amend, alternate means of delivery, report for health information disclosures, client record requests, and requests for reconsideration.

Training

• Develop and/or present training programs, as required by federal regulations, state rules, and court rulings related to client civil rights and privacy.
