Overview

Westwood Professional Services, Inc. is seeking a Civil Project Manager to join our traffic engineering services team in Dallas, Texas. Westwood has a highly experienced and dynamic team of individuals dedicated to providing high-level professional services to our clients.

Our ideal candidate will have a minimum of five (5) years of diverse traffic engineering experience on projects including or closely related to traffic impact analyses, traffic operational analysis, traffic signal design, and transportation planning for site development. Candidates must have the ability to effectively manage multiple, individual projects and support personnel, and a willingness to perform a variety of technical and production tasks supporting various project types and project managers. A Professional Engineer (PE) license in the State of Texas, or the ability to obtain within six months, is required. Professional Traffic Operations Engineer (PTOE) certification is preferred.

Duties And Responsibilities
  • Prepare or assist in preparing the detailed construction drawings for traffic control devices, including traffic signals, signs, pavement markings, and similar items using AutoCAD Civil 3D
  • Work with a team in the preparation of traffic engineering studies including technical analyses and evaluations for projects of various size and complexity
  • Prepare clear and concise technical reports, memoranda, and other written communication including all supporting analyses and documents (exhibits, etc.)
  • Prepare or assist in preparing traffic control plans, traffic management plans, and similar items
  • Produce high quality work and implement and maintain QA/QC procedures
  • Oversee and complete the technical aspects of various traffic engineering projects
  • Coordinate with other disciplines, support services, and subconsultants
  • Coordinate with government agencies, utility providers or other outside agencies
  • Coordinate with Clients depending on project role
  • Identify and interpret applicable codes, standards, or other design requirements
  • Review plans, technical specifications, and contract documents
  • Utilize specialized traffic engineering software to assist with analyses (e.g., Synchro, Vistro, Vissim, Trip Generation web app, etc.)
  • Research and analyze traffic safety data including crash records
  • Perform field observations related to traffic operations and safety for site development and design of traffic control devices
  • Effectively participate in public hearings, neighborhood meetings, and Client meetings
  • Represent clients and firm in meetings with governmental agencies
  • Prepare, maintain, and coordinate schedules of multiple concurrent projects
  • Effectively plan and implement project schedules to ensure on-time and on-budget delivery
  • Prepare scopes, budgets, and proposals for traffic engineering projects
  • Review and approve monthly billings of projects
  • Serve as administrative supervisor to one or more production staff

  • Proficient in the use and application of national design standards (MUTCD, AASHTO, etc.)
  • Competency in the design of traffic signals and other traffic control devices
  • Competent in the design of roadway lighting
  • Competent in understanding, interpreting, and developing traffic signal operations, timing, and modelling
  • Proficient in applying ADA/PROWAG criteria in public infrastructure design
  • Able to pro-actively suggest and communicate design solutions
  • Ability to delegate assignments and determine appropriate methods and procedures
  • Ability to develop constructive relationships with peers, clients, and public agencies
  • Willingness to integrate with group and company standard practices and procedures
  • Ability to view professional perspective of others
Required Experience
  • BS in Civil Engineering
  • Licensed Professional Civil Engineer (PE) in Texas (or capable of obtaining within 6 months)
  • 5+ years of progressive experience in traffic engineering
  • This position requires travel to project sites and technical and/or professional organization functions, mostly within region, and may occasionally require travel to sites and other Westwood offices and/or corporate events throughout the United States
  • Means of personal transportation within region is required
Preferred Experience
  • Professional Traffic Operations Engineer (PTOE) certification
  • Previous experience performing project management duties as described herein
  • Previous experience developing constructive professional relationships with peers, clients, and public sector representatives
  • Experience in and understanding of the administrative duties of project management including accounts receivable tracking, budget development and tracking, invoicing, marketing, business development, etc.
  • Strong presentation skills paired with the ability to coach and motivate others
  • Previous supervisory experience
  • Member of and active involvement in Institute of Transportation Engineers
