Job summary

Primera Engineers, Ltd. seeks a Utilities Civil Project Manager to support ComEd’s New Business Program, managing civil/site scope from proposal to closeout. You will coordinate with customers, municipalities, and internal teams to ensure safe, constructible delivery and adherence to utility standards.

The role requires strong civil construction knowledge, schedule management, and effective communication with stakeholders. Experience with permitting and field coordination is preferred.

Qualifications

  • Experience in civil construction and utility infrastructure.
  • Strong project management and coordination with stakeholders.
  • Familiarity with site development and construction coordination.
  • Excellent organizational, documentation, and scheduling skills.
  • Experience working with contractors, municipalities, inspectors, and field crews.

Responsibilities

  • Manage incoming customer requests for civil scope related to new or modified electrical service installations.
  • Act as primary point of contact for civil coordination throughout the project lifecycle.
  • Coordinate with customers, developers, contractors, municipalities, and internal teams.
  • Track project milestones, deliverables, and schedules.
  • Maintain accurate project documentation in internal systems.
  • Review civil design elements such as trenching routes and duct bank layouts.
  • Coordinate field walkdowns with engineering, design, and construction teams.
  • Support evaluation of site conditions including access, easements, soil conditions, and constructability constraints.
  • Identify site impacts and coordination needs with municipalities and other utilities.
  • Coordinate permitting requirements, including municipal approvals and ROW access.
  • Ensure pre-construction requirements are met prior to mobilization.
  • Schedule and coordinate construction activities with field leadership and contractors.
  • Support coordination of utility locates and site preparation activities.
  • Track material readiness and construction sequencing as needed.
  • Ensure civil work complies with standards, municipal requirements, and codes.
  • Track project status and schedule impacts throughout execution.
  • Coordinate inspections with municipalities and field inspectors.
  • Maintain documentation supporting permits and approvals.
  • Coordinate final inspections and field verification of completed civil scope.
  • Ensure all deliverables are completed, documented, and approved.
  • Support final project closeout and turnover to appropriate teams.

  • Experience working with contractors, municipalities, inspectors, and field crews.
  • Strong organizational, documentation, and scheduling skills.
  • Ability to manage multiple concurrent projects and competing deadlines.
  • Customer-facing communication and coordination experience.
  • Bachelor’s degree or higher preferred (Construction Management, Civil Engineering, or related field).
