As a Civil Manager, you will lead technical design teams in creating conceptual layouts and designs for water resources projects—including flood control, storm drains, pump stations, and green stormwater projects. The role involves managing the preparation of comprehensive construction package deliverables, developing hydrologic and hydraulic models, preparing permit applications, and conducting technical studies. The successful candidate will demonstrate strong project‑management skills, mentor junior staff, and develop high‑performing teams in a collaborative environment.

Responsibilities
  • Assist with the preparation and successful completion of construction package deliverables (design drawings, specifications, cost estimates, alternatives analysis, technical memoranda, and design documentation reports).
  • Generate conceptual layouts/designs of flood control structures, floodgates, channels, culverts, headwalls, detention ponds, spillways, rock drains, and underground storm drain systems.
  • Serve as lead engineer or discipline lead on mid‑to‑large‑size projects.
  • Work with existing and potential clients to provide long‑term stormwater management solutions for clean water projects.
  • Develop project proposals and collaborate with other business leaders to support and grow the surface water practice in the Los Angeles region.
  • Provide direction to and mentor other technical staff in completing project tasks.
  • Perform independent technical reviews of engineering reports and designs, and sign off on work.
  • May be responsible for project teams that include five or more members often representing multiple disciplines including subcontractors.
  • Plan, schedule, conduct or coordinate detailed phases of the engineering project, focusing on surface water projects.
  • Provide advice and consultation to clients on engineering matters, including compliance with government laws and regulations.
  • Conduct hydrologic and hydraulic modeling and drainage/civil design.
  • Prepare and review working drawings, plans, cost estimates, studies, reports, and other work products.
  • Analyze and design stormwater drainage systems, hydraulic structures, and roadway drainage systems.
  • Possess strong written and verbal communication skills.
Minimum Requirements
  • BA/BS degree + 8 years of related experience in drainage design or demonstrated equivalence of experience and/or education.
  • Professional Engineer (P.E.) in CA or ability to obtain within six months of employment.
Preferred Qualifications
  • Master’s degree in Civil Engineering or a related field of study.
  • Good understanding of the Los Angeles market and state agencies, and ability to support marketing efforts in pursuing work.
  • 15+ years of proven project‑management experience and supervising staff.
  • Progressive project experience, including task leadership and project‑management roles on design‑build projects.
  • Experience as primary point of contact with the client and proven ability to develop client relationships.
  • Strong team‑leader with excellent interpersonal skills who effectively works with and supports team members.
  • Public presentation experience.
  • Lead technical design teams for analysis of water resources infrastructure (dams, reservoirs, levees, canals, tunnels, pipelines, flood protection systems, and conveyance facilities) projects.
  • Knowledge of agency/regulatory approval process, standards, and best practices.
