Job description

Land Development Civil Engineer / Project Engineer

We are seeking an experienced Land Development Civil Engineer / Project Engineer to support and manage civil engineering design projects throughout the Irvine and Orange County area. This role is ideal for a licensed Professional Engineer with strong technical design experience, local agency knowledge, and the ability to manage projects from concept through construction documents and permitting.

The ideal candidate will have 7+ years of civil engineering experience with a focus on private land development, including commercial, residential, mixed‑use, industrial, or municipal site development projects. This person should be comfortable leading design efforts, coordinating with clients and consultants, mentoring junior staff, and working directly with local agencies to move projects through the entitlement, plan check, and approval process.

Key Responsibilities

• Prepare and oversee civil engineering design plans for land development projects, including grading, drainage, utility, stormwater, erosion control, street improvement, and site development plans.
• Manage projects from preliminary design through final construction documents, agency submittals, permitting, and construction support.
• Perform and review technical calculations, reports, specifications, and cost estimates related to grading, hydrology, hydraulics, stormwater management, sewer, water, and street improvements.
• Coordinate with clients, architects, landscape architects, surveyors, geotechnical engineers, traffic engineers, utility providers, and public agencies.
• Lead agency coordination and plan check responses with cities, counties, water districts, and other reviewing authorities throughout Southern California.
• Provide technical guidance and quality control review for plans, calculations, and deliverables prepared by junior engineers and designers.
• Support project managers with scope development, budgeting, scheduling, client communication, and project delivery.
• Assist with construction administration, including RFIs, submittal reviews, field coordination, and design revisions.
• Ensure projects are completed in accordance with applicable codes, standards, client expectations, and company quality standards.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• Active Professional Engineer license required; California PE strongly preferred.
• Minimum of 7 years of civil engineering experience, with a strong focus on land development/site civil design.
• Experience with projects in Irvine, Orange County, or Southern California preferred.
• Strong understanding of grading, drainage, utilities, stormwater, hydrology/hydraulics, and site infrastructure design.
• Proficiency with AutoCAD Civil 3D required.
• Experience preparing improvement plans, technical reports, drainage studies, SWQMPs/WQMPs, and agency submittal packages.
• Ability to manage multiple projects, deadlines, clients, and internal team members.
• Strong written and verbal communication skills.
• Experience mentoring junior engineering staff is a plus.

Preferred Experience

• Experience working with local agencies such as the City of Irvine, County of Orange, Irvine Ranch Water District, Orange County Public Works, Caltrans, or other Southern California jurisdictions.
• Background in commercial, residential, mixed‑use, industrial, healthcare, education, or master‑planned community development.
• Experience with stormwater compliance, low‑impact development, WQMP/SWQMP preparation, and Southern California drainage requirements.
• Prior experience in a consulting engineering environment.
