Job summary

Qualifications

• Experience performing quantity takeoffs and developing detailed cost estimates.
• Proficiency with estimating software such as HCSS HeavyBid, AGTEK, Bid2Win, Bluebeam, or similar platforms.
• Ability to read and interpret engineering plans, specifications, and contract documents.
• Strong analytical, organizational, and problem-solving skills.
• Experience bidding municipal, DOT, county, and public works projects; knowledge of New Jersey markets is a plus.

Responsibilities

• Review project plans, specifications, geotechnical reports, and contract documents to develop accurate cost estimates.
• Perform quantity takeoffs for earthwork, utilities, paving, concrete, drainage, and site development projects.
• Solicit and evaluate subcontractor and supplier quotations.
• Develop detailed bid packages, pricing summaries, and project budgets.
• Identify project risks, opportunities, and value-engineering alternatives.
• Collaborate with Project Managers, Superintendents, and Operations teams during the pre-construction process.
• Attend pre-bid meetings, site visits, and client meetings as required.
• Analyze labor, material, equipment, and subcontractor costs to ensure competitive pricing.
• Maintain and update historical cost databases and estimating tools.
• Prepare bid proposals and supporting documentation for public and private sector projects.
• Review contract requirements and identify scope gaps or potential cost impacts.
• Assist with estimating handoffs to project teams following successful bid awards.
• Monitor market trends, labor rates, and material pricing to improve estimate accuracy.
• Support negotiations with clients, vendors, and subcontractors when necessary.

The Successful Applicant

A successful Civil Estimator should have:

• Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
• Minimum 3-7+ years of estimating experience within civil construction, heavy civil, site development, or infrastructure projects.
• Strong experience performing quantity takeoffs and developing detailed cost estimates.
• Knowledge of earthwork, utilities, stormwater systems, roadways, grading, concrete, asphalt, and site development scopes.
• Proficiency with estimating software such as HCSS HeavyBid, AGTEK, Bid2Win, Bluebeam, or similar platforms.
• Ability to read and interpret engineering plans, specifications, and contract documents.
• Strong analytical, organizational, and problem-solving skills.
• Excellent communication and relationship-building abilities.
• Experience bidding municipal, DOT, county, and public works projects is highly desirable.
• Knowledge of New Jersey construction markets, subcontractor networks, and local regulations is a significant advantage.
• Self-motivated with the ability to manage multiple bids and deadlines simultaneously.
