Job summary

Black & Veatch in Virginia Beach is seeking a civil engineer to lead large water and wastewater infrastructure projects through design, construction, and startup phases. You will develop reports, detailed designs, cost estimates, and contract documents, coordinating with internal and external teams to ensure project success.

The role requires a Bachelor's in Civil Engineering, PE (or active pursuit), and a strong ability to lead complex projects while mentoring junior staff.

  • Licensed PE or active pursuit of PE registration.
  • Thorough understanding of water and wastewater design.

Responsibilities

  • Design projects from conceptual/bid phase through design completion based on client needs and project manager directions.
  • Assist Engineering Manager with project schedules, budgets, and management of sub-consultants.
  • Interface with clients or sub-consultants under Engineering Manager guidance.
  • Support business development with technical approaches, scopes of work, and client presentations.
  • Apply civil engineering concepts to complex projects and develop non‑standard design solutions.

The Opportunity

In this role, you will have the opportunity to:

  • Focus on large‑scale water and wastewater infrastructure projects with a focus on the delivery of projects by leading significant portions of a variety of facilities throughout the cycle of design and construction, and startup phases as a technical specialist or lead
  • Hands‑on involvement in developing reports or technical memos, completing studies, detailed designs, and specifications, collaborating to complete cost estimates, and preparing contract documents
  • Participation in scheduling, budgeting, and contract administration for infrastructure projects is also part of the role, including involvement in business development and preparation of proposals
  • Coordinate with all other internal/external team members on moderately complex projects.
  • Assist with identification of key client interests and drivers on less complex projects.
  • Communicate client interests and drivers to project team members and develop approaches to accommodate these concerns in the performance of the work on less complex projects.

Key Responsibilities
  • Perform design of projects from the conceptual and bid phase through design completion for project needs and requirements that are set by the project managers based off client needs
  • Assist the Engineering Manager in maintaining project schedules and budgets
  • Assist the Engineering Manager in managing sub‑consultants
  • Under the direction of the Engineering Manager, interface directly with the client or sub‑consultants
  • Support business development through writing of technical approaches, scopes of work, and presentation to clients
  • Utilize knowledge of regularly used civil concepts, practices, codes, and procedures within the water engineering industry
  • Apply knowledge to complex projects, find and develop non‑standard design solutions to better serve clients’ project specifications
  • Provide leadership, guidance, and mentorship to less experienced engineers
  • Responsible for effective communication with other engineering disciplines and project team
  • Prepare a variety of complex engineering deliverables
  • Perform complex research and develop recommendations for equipment and/or materials selection
  • Prepare complex engineering calculations following standard methods and principles; manage assigned budget, schedule, and quality requirements
  • Plan and conduct independent evaluation, selection and adaptation of engineering techniques, procedures, and criteria
  • Review engineering work and/or assignments of early career professionals
  • Lead smaller production teams; manage data collection, assimilation, and management of engineering work; serve as responsible charge for a project
Preferred Qualifications
  • Bachelor’s Degree in Civil Engineering or related discipline
  • Licensed PE or active pursuit of PE registration
  • Thorough understanding of water and wastewater design (infrastructure, conveyance, pump stations/lift stations)
  • Ability and motivation to lead portions of complex projects with guidance and mentorship
Minimum Qualifications
  • Bachelor's degree in engineering from an accredited program
  • Minimum of 5 years related work experience
Certifications

Professional engineering registration is preferred or in active pursuit.

Work Environment / Physical Demands
  • Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments
  • Typical office and construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation)
  • Physical demands include sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods, lifting or carrying up to 40 pounds
