Position and salary range depend upon the applicant’s qualifications and experience:

Civil Engineer I: $65,000 - $80,000

Civil Engineer II: $72,000 - $96,000

Assistant City Engineer: $84,000 - $110,000

Responsibilities:

  • Prepare detailed plans, specifications, and cost estimates for capital construction projects.
  • Review project designs and specifications to ensure they meet engineering standards and regulatory requirements.
  • Manage design and construction projects performed by private consulting or contracting firms.
  • Work with City staff, governmental agencies, utilities, contractors, and the public to coordinate projects.
  • Offer professional engineering assistance to City departments and staff.
  • Review technical drawings, shop drawings, and progress payments to ensure they comply with project specifications.
  • Prepare and present reports including recommendations on public infrastructure needs and project status.
  • Oversee construction inspections and maintenance operations.
  • Respond to questions and complaints from the public, consultants, contractors, and other agencies.
  • Draft correspondence and reports for City staff, the City Council, and other stakeholders.
  • Recommend and prepare updates to City regulations, standards, policies, procedures, codes, and ordinances related to public infrastructure systems.

Additional Duties

Civil Engineer I

  • Assist with surveys for design, rights-of-way, construction staking, and as-built information.
  • Research and review property ownership, and interpret, write, and plot legal descriptions.

Civil Engineer II

  • Evaluate and Manage Team Performance: Conduct performance reviews, handle disciplinary actions, document personnel activities, and address grievances. Clearly communicate job expectations and maintain open lines of communication with team members, colleagues, supervisors, and the Director of Public Works.
  • Analyze Technical Reports and Regulations: Review technical reports, laws, and proposed regulations to evaluate their impact on City operations and programs.
  • Lead Meetings and Develop Programs: Attend and conduct meetings, contributing to the development and implementation of new operational and administrative initiatives.
  • Prepare Budgets and Funding Applications: Draft proposed capital improvement and operation budgets and prepare loan and grant applications for state- or federally-funded projects.
  • Present Infrastructure Projects: Deliver public presentations on municipal infrastructure improvement projects.
  • Relationship Management: Maintain effective relationships with superiors, subordinates, coworkers, other City employees, vendors, and external organizations.
  • Contract Management: Manage design and construction project contracts.
  • Accounting and Budgeting: Understand basic accounting, budgeting practices, and financial reports.
  • Comprehensive Analysis: Analyze complex engineering documents, regulations, policies, codes, and ordinances.
  • Independent Evaluation: Apply standard engineering techniques and procedures with minor adaptations.

Assistant City Engineer

  • Act as Engineer of Record: Serve as the engineer of record for City projects and assume the duties of the City Engineer in his absence.
  • Guide Engineering Staff: Oversee professional engineers, engineering technicians, and other assigned staff.
  • Coordinate with Agencies: Manage projects and engineering activities together with area railroads, Illinois Department of Transportation, Illinois Environmental Protection Agency, and other state and federal agencies.
  • Conduct Infrastructure Inventories: Perform inventories of pavements, traffic operations, sanitary sewers, storm drainage, parking facilities, water utility systems, and sidewalks.
  • Utilize Asset Management Software: Input operational data into asset management software to assess maintenance and rehabilitation needs.
  • Explore New Techniques: Investigate innovative techniques for the rehabilitation or construction of public works facilities and compile reports.
  • Evaluate Bids and Contracts: Assist in evaluating bids and ensure contractors properly execute contract documents.
  • Lead and Attend Meetings: Attend and conduct meetings, contributing to the development and implementation of new programs.
  • Prepare Budgets and Funding Applications: Draft proposed capital improvement and operation budgets and prepare loan and grant applications for state- or federally-funded projects.
  • Present Infrastructure Projects: Deliver public presentations on municipal infrastructure improvement projects.
  • Infrastructure Expertise: Provide expertise in designing, constructing, and rehabilitating municipal infrastructure.
  • Regulatory Compliance: Comprehend and apply federal and state laws, regulations, and standards for municipal infrastructure.

Minimum Requirements:

  • Bachelor's degree in Civil Engineering or a related field from an accredited institution.
  • Solid understanding of civil engineering principles, surveying, construction practices, materials, and equipment.
  • Skilled in using engineering software, including Auto CAD, ArcGIS Pro, and Microsoft Excel and Word.
  • Strong ability to interact effectively with the public, contractors, colleagues, and superiors.
  • Proficient in preparing clear and concise engineering plans, reports, charts, and presentations.
  • Capable of planning, organizing, and managing multiple projects to meet deadlines.
  • Willingness to work outdoors in adverse weather conditions and navigate uneven terrain at construction sites.
  • Ability to understand and follow general written and oral instructions.
  • Possession of a valid Illinois driver's license.

Additional Requirements

Civil Engineer I

  • Experience: Up to 3 years of civil engineering experience.
  • Licensing: Professional Engineering Intern (EI) Certificate or the ability to obtain one within 12 months.

Civil Engineer II

  • Experience: 3-5 years of civil engineering experience.
  • Licensing: Professional Engineers (PE) license in Illinois or the ability to obtain one within 6 months.

Assistant City Engineer

  • Experience: Minimum of 6 years in civil, water resource, environmental, or transportation engineering within municipal government or an equivalent combination of education and experience.
  • Licensing: Professional Engineers (PE) license in Illinois or the ability to obtain one within 6 months of employment.

Residency
Employees are required to reside within the corporate limits of Macon County or any municipality extending into Macon County. Upon initial appointment, employees may reside outside these limits but must comply with the residency requirement within 12 months to maintain employment.
