Job description

Stanley Consultants is currently seeking a Civil Engineer to work within our Federal team in support of various client engagements in the Indo‑Pacific Region. This full‑time position will perform civil design development and coordination for a range of project types, including military base facilities, airfield, road, and site design projects.

Location: Tamuning, Guam – Onsite – Requisition ID 11266

Responsibilities

• Develop design plans and specifications.
• Participate in design charrettes and produce charrette reports.
• Conduct site visits and provide engineering services during construction.
• Serve as technical liaison and coordinate design components with other disciplines.
• Assist with business development, pricing, estimating, scoping, and marketing strategies.
• Consult with construction personnel on design constructability, field conditions, sequencing, and scheduling.
• Attend onsite or virtual client meetings as needed.

Qualifications

• Bachelor’s Degree in Civil Engineering from an accredited four‑year college or university.
• 10+ years of relevant civil engineering experience.
• Professional Engineer (PE) registration.
• Knowledge of civil engineering fundamentals: site, grading, earthwork, surface water management, stormwater detention, and infrastructure and utility design.
• Experience with Civil 3D and other civil engineering software.
• Proficiency with hydrology and hydraulics modeling programs, Excel, Word, and GIS applications.
• Familiarity with IBC, UFC, and UFGS; OCONUS military planning and design experience is a plus.
• Understanding of construction techniques and ability to read plans and specifications.
• Experience with remote communication tools, preferably Microsoft Teams.
• Strong oral and technical writing skills.
• Teamwork skills across multiple disciplines.
• Willingness to travel 15–20% of the year in the Indo‑Pacific region.

Other Requirements

• U.S. citizen preferred.
• Must pass background checks to obtain a Common Access Card.
• Fluent in English (read, write, speak).
• Available for flexible hours and occasional overtime.
