Job summary

Become an Environmental Engineer with the Pennsylvania Department of Environmental Protection to support statewide water quality projects. Qualifications

  • Two years as Environmental Engineering Specialist or equivalent Federal role.
  • Four years of professional environmental engineering experience with EIT certification.
  • Three years with PE license in PA or equivalent.
  • Bachelor's in environmental engineering or related field with 9 credits in environmental engineering.
  • Graduate study may substitute for experience year-for-year.

Responsibilities

  • Evaluate engineering plans, funding applications, feasibility studies, and contracts for wastewater, drinking water, stormwater, and nonpoint source projects.
  • Coordinate with PENNVEST partners, applicants, and staff on planning, funding, and compliance needs.

  • Provide guidance on federal requirements such as AIS and BABA; assist with policy development.

THE POSITION

DESCRIPTION OF WORK

This position supports statewide water infrastructure efforts by reviewing engineering documents, coordinating project activities, and guiding communities through technical requirements. As an Environmental Engineer, you will perform the following duties:

  • Project Review: Evaluate engineering plans, funding applications, feasibility studies, and contract documents for wastewater, drinking water, stormwater, and non point source projects
  • Program Coordination: Work with PENNVEST partners, applicants, and staff to support project planning, ranking, funding, and compliance needs
  • Data Management: Maintain accurate program records and ensure entries meet quality standards across DEP electronic systems
  • Technical Guidance: Provide direction on federal requirements such as AIS and BABA and assist with policy and procedure development
  • Field Oversight: Conduct site inspections, review change orders, and confirm that projects meet technical and regulatory expectations
  • Knowledge Sharing: Participate in training, workgroups, studies, and knowledge transfer activities that support statewide program improvement

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position requires travel within the region and to other counties when needed.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Meadville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $80,646 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

  • Two years as an Environmental Engineering Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of professional experience in environmental engineering, and possession of a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Three years of professional experience in environmental engineering, and possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Three years of professional experience in environmental engineering, and a bachelor's degree in environmental engineering or in any engineering field that includes or is supplemented by 9 credits in environmental engineering.
  • Graduate study in environmental engineering or in a closely related field may be substituted for the required experience on a year-for-year basis.

Conditions of Employment:

  • This position requires possession of a valid Class C driver's license.

  • PA residency requirement is currently waived for this title.
