WisDOT is recruiting to fill a Disadvantaged Business Enterprise (DBE) Utilization Engineer (Civil Engineer Transportation - Entry or Senior) position located in the Office of Business Opportunity and Equity Compliance (OBOEC). The Office of Business Opportunity and Equity Compliance (OBOEC) serves as WisDOT's regulatory arm that works specifically on the following areas to promote business opportunity, equity and Compliance.

This full time permanent position will be headquartered out of - Waukesha(the selected candidate will temporarily be headquartered in Waukesha until we move into our permanent Milwaukee office).

Position Summary

This Civil Engineer Transportation position performs work alongside the DBE Program Engineer, performing basic civil engineering functions in the preliminary review and analysis of DBE firm utilization on federally funded projects. This position is responsible for coordinating, monitoring, evaluating, and reporting the utilization of DBE certified firms throughout each federally funded DOT contract. Engineering expertise is used to relay and explain engineering principles and WisDOT standards to stakeholders.

This position will coordinate with regional project staff to facilitate compliance with the Commercially Useful Function (CUF) monitoring (federally required) program and work with Equal Opportunity Specialist Staff and other stakeholders to ensure that the actions and measures of Good Faith Effort (GFE) are consistently applied and in compliance with the requirements of the DBE Regulations at 49 CFR Part 26.55 and 26.53. The incumbent conducts complex contract and policy analysis to develop performance measures, set priorities, and recommend strategies to assure compliance on WisDOT’s $1 billion plus contracts in engineering, construction, and maintenance of highways, airports, and enhancement projects throughout the state.

Salary Information

The Entry level position is in schedule-range (14-14) with an annual salary of $64,854 - $73,840. A $2000 sign-on bonus applies to Entry level candidates who do not have any prior permanent full-time state service in the last five years and agree to remain in the position for one year. The $2000 will be paid on the first paycheck.

The Senior level position is in schedule-range (14-13) with an annual salary of $80,870 - $99,403.

This position offers excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. WisDOT is not an E-verify employer.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Waukesha office at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Qualifications

Minimum requirement: Upon application, candidate must have graduated from an Engineering Accreditation Commission (EAC) ABET accredited college or university with a 4-year bachelor's degree (or master's or PhD) in engineering OR have graduated from an Engineering Technology Accreditation Commission (ETAC) accredited college AND hold an Engineer in Training (EIT) certificate OR possess a PE license (registration as a Professional Engineer in the State of Wisconsin OR a valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state).

In addition to the above, to be eligible at the Senior level, candidates must have:

  • At least 4 years of transportation engineering project experience in the construction or design phases.
    • Experience must be after receiving their degree from an ABET accredited University.
    • Experience may include: participating as a team member or leading transportation projects in design/construction, providing fieldwork guidance, providing technical consultation, tracking and reporting project progress, etc.
  • Experience collaborating with groups from diverse socioeconomic backgrounds and diverse ethnic populations
