Job summary

Douglas County Public Works in Kansas is seeking a Civil Engineer to join our Engineering Division, with placement at Civil Engineer I or II depending on qualifications and experience.

This role supports road, bridge, drainage, and other public works projects—from planning through construction—working with landowners, utilities, and agencies to keep projects moving.

Qualifications

• Civil engineering professional with strong communication, problem-solving, and organizational skills.
• Experience with roadway design, construction, pavement, bridges, drainage, or other transportation-related projects is highly desirable.
• Knowledge of AASHTO, MUTCD, KDOT standards, AutoCAD Civil 3D, and public works construction is a plus.

Responsibilities

• Plan, design, and manage road, bridge, pavement, drainage, and other Public Works projects.
• Prepare engineering plans, specifications, reports, cost estimates, and bid documents.
• Inspect and evaluate County roads, bridges, culverts, and other infrastructure.
• Assist with or manage construction administration and inspection.
• Work with landowners, utilities, agencies, and other stakeholders to resolve concerns and coordinate projects.
• Review development plans and apply applicable engineering standards, codes, and regulations.
• Assist with state and federal funding requests, project reporting, and consultant agreements.
• Use engineering software such as AutoCAD Civil 3D to develop and review plans.

Job description

Douglas County Public Works is looking for a Civil Engineer to join our Engineering Division! Depending on qualifications and experience, the successful candidate may be placed at the Civil Engineer I or Civil Engineer II level.

Douglas County, Kansas, founded in 1854, is a local government serving a diverse community that includes the cities of Lawrence, Eudora, Lecompton, and Baldwin City. The county is home to major institutions such as the University of Kansas, Baker University, and Haskell Indian Nations University, contributing to a vibrant academic and cultural environment.

This position works with a team of engineers and technicians supporting Douglas County's roads, bridges, drainage, and other public works projects. You'll have the opportunity to work on projects from planning and design through construction, while also working directly with landowners, agencies, utilities, and other partners to solve problems and keep projects moving.

What you'll do:

• Plan, design, and manage road, bridge, pavement, drainage, and other Public Works projects
• Prepare engineering plans, specifications, reports, cost estimates, and bid documents

The Civil Engineer II level provides greater responsibility for project management, technical decision-making, consultant coordination, and supervision and training of engineering and technical staff.

What we're looking for:

A civil engineering professional with strong communication, problem-solving, and organizational skills who can manage multiple projects and priorities. Experience with roadway design, construction, pavement, bridges, drainage, or other transportation-related projects is highly desirable. Knowledge of AASHTO, MUTCD, KDOT standards, AutoCAD Civil 3D, and public works construction is a plus.

Education/Experience:

Requirements vary by level. Candidates who meet the qualifications for Civil Engineer I or demonstrate the additional education, experience, and technical expertise expected at the Civil Engineer II level may be considered for placement at the appropriate level.

The hourly salary range for CE I is $38.36-$55.62 and for CE II is $43.91-$63.66. Starting salary is dependent upon experience. This position includes access to excellent benefits:
