General Definition of Work

This is a technical position that performs complex City engineering, project development, contract administration and property acquisition.

This position is responsible for performing professional-level engineering work activities for capital improvement projects. Primary responsibilities include design and construction of stree ts, sanitary, Water and storm drainage projects; and management of City's risks associated with construction projects. This position is responsible for budget, deadlines, and management requirements for projects. Investigates citizen requests regarding public infrastructure matters and provides development, coordination and execution of Capital Improvements Program involving street, sanitary, and storm drainage improvements and other construction projects. Plans and executes programs to meet legislated public works requirements. Direct and coordinates work activities and schedules of Professional Engineers, Engineering Technicians, and other related professionals. The position involves frequent internal and external contacts, requiring considerable public relations skill in handling and involving non-routine problems at times that require in-depth discussion and/or persuasion to gain concurrence or resolve problems. Interaction is direct with the public, contractors, vendors, other departments of the city and other governmental and non-governmental agencies.

Works under the general guidance and direction of the Public Works Director.

  • Develops long-term strategy in consultation with City Administrator and Public Works Director, develops programs, budget/CIP submittals, and short and long-term scheduling.
  • Consults and advises the City Administrator, Public Works Director, City Council, and other concerned individuals on Public Works operations, activities, projects, and programs.
  • Directs preparation of plans, specifications, estimates, and other documents necessary for construction contracts and requests for proposals for public streets, sanitary, and storm drainage improvements and other projects.
  • Works with CIP Analyst to prepare grant applications, monitors grants received, assures grant requirement compliance, and other grant-related requirements.
  • Plans the programming and scheduling of Capital Improvement Program projects involving street, sanitary, and storm drainage improvements and other projects to meet identified city requirements.
  • Provides preliminary engineering designs and cost estimates, either from in-house design or by retaining outside engineering consultants. Determines personnel needs and allocations based on these findings.
  • Prepare the preparation of interlocal agreements, development agreements, engineering contracts, construction contracts and other related agreements and contracts required in the process of executing the program.
  • Reviews CIP engineering contracts engineering design technical memorandum, reports, specifications and drawings, and opinions of probably construction costs, provides oversite of the construction phase services of construction of the CIP project.
  • Coordinates land surveys and oversee Engineering Inspector in the preparation of plans.
  • Prepares and/or coordinates the preparation of plans and specifications for public street, sanitary, and storm drainage improvements and other projects with the Public Works Director.
  • Provides expertise to design professionals to obtain projects designed and constructed with high standards of current architectural and engineering practice and in accordance with applicable codes and requirements.
  • Reviews, and coordinates the review by others, of construction plans, specifications, and documents submitted by private sector design professionals involving public improvements.
  • Evaluates designs by applying accepted engineering principles to specific construction proposals to determine their conformance with the Harrisonville Municipal Code, APWA, Missouri agency regulations, FEMA and other federal agencies and other applicable requirements, as well as good engineering practices.
  • Coordinates the acquisition of rights-of-way, easements, and land as necessary for the execution of the program. Supervises the preparation and review of legal descriptions, easement documents, and other related documentation.
  • Responds to public inquiries regarding public works standards, construction practices and general engineering information.
  • Directs inspectors to conduct field investigations when necessary. Responds directly to complainant or initiates continued research when further investigation is needed. Performs site visit if non-routine situation.
  • Prepares agenda and attends city staff meetings, Board of Alderman meeting, and Mid-America Regulatory Conference (MARC) meetings as required.
  • Implements MS4 Structure Inspection process; assigns inspection areas each year; composes MS4 Yearly report for Street Department and City Engineer; assigns and trains staff members as needed.
