We are seeking an experienced Civil Construction Estimator / Project Manager with expertise in drilled pier foundations, drilled shafts, concrete foundations, reinforcing steel, excavation, and associated civil construction activities supporting utility infrastructure projects.
Position Overview
The Civil Construction Estimator / Project Manager is responsible for developing accurate, competitive, and comprehensive estimates while also supporting the execution and management of field operations related to drilled pier and foundation construction.
This role requires strong knowledge of foundation construction methods, drilling operations, concrete placement, reinforcing steel, casing systems, project planning, cost control, scheduling, and client coordination across utility and heavy civil projects.
The successful candidate will be comfortable taking projects from preconstruction and estimating through procurement, scheduling, field execution, cost control, and closeout.
Key Responsibilities
- Prepare detailed labor, equipment, material, trucking, subcontractor, and specialty trade estimates for drilled pier, drilled shaft, and foundation construction scopes.
- Perform detailed quantity takeoffs and review civil, structural, geotechnical, and foundation drawings, specifications, environmental plans, and project requirements.
- Develop construction work plans, sequencing, logistics plans, means and methods, and project schedules using Primavera P6 or similar scheduling platforms.
- Estimate and manage drilled pier and drilled shaft installation, including mobilization, layout, drilling, excavation, spoils handling, temporary casing, permanent casing, rock drilling, cleaning, inspection, and foundation installation.
- Develop and manage estimates for concrete foundation construction, including concrete placement, pumping, finishing, curing, testing, and associated materials.
- Estimate and manage reinforcing steel scopes, including rebar cages, fabrication, delivery, placement, tying, lifting, and installation.
- Estimate and manage foundation excavation, backfill, aggregate placement, dewatering, site preparation, and restoration activities.
- Evaluate geotechnical reports and subsurface conditions to develop appropriate production assumptions, equipment requirements, drilling methods, and risk allowances.
- Develop production rates and cost assumptions for various drilling conditions, including soil, rock, cobbles, groundwater, and difficult subsurface conditions.
- Coordinate with clients, engineering teams, geotechnical consultants, environmental consultants, subcontractors, vendors, and field personnel throughout estimating and project execution.
- Support procurement efforts by soliciting, analyzing, and negotiating vendor and subcontractor quotations for drilling, concrete, reinforcing steel, trucking, testing, and specialty foundation work.
- Manage awarded projects including scheduling, cost tracking, forecasting, production tracking, change management, billing support, and client reporting.
- Conduct site walks, pre-bid meetings, preconstruction meetings, and field progress reviews to validate production assumptions and identify project risks.
- Review foundation design requirements and identify potential constructability issues, conflicts, schedule impacts, and cost exposures.
- Track drilling production, equipment utilization, concrete quantities, reinforcing steel installation, labor productivity, and other key project metrics.
- Prepare and manage change orders resulting from differing site conditions, design changes, additional drilling depth, rock excavation, casing requirements, dewatering, access limitations, or other field conditions.
- Maintain and update historical cost data, production rates, equipment costs, subcontractor pricing, and estimating databases.
- Assist with project closeout, final quantities, cost reconciliation, documentation, and lessons learned.
- Ensure all work is executed in compliance with company safety standards, environmental requirements, quality control procedures, and project specifications.
- Utilize estimating software platforms such as B2W (preferred) to develop, manage, and track estimates.
Qualifications
- 5+ years of estimating and/or project management experience in heavy civil, utility, foundation, drilling, or infrastructure construction.
- Direct experience with drilled piers, drilled shafts, deep foundations, concrete foundations, reinforcing steel, and foundation excavation.
- Strong understanding of foundation construction methods, drilling equipment, casing systems, concrete placement, rebar installation, and associated civil construction activities.
- Experience estimating and managing projects involving drilled pier foundations for transmission, distribution, substation, or other utility infrastructure is strongly preferred.
- Experience with estimating software; B2W experience strongly preferred.
- Scheduling experience required; Primavera P6 experience strongly preferred.
- Ability to interpret civil, structural, foundation, and geotechnical drawings, specifications, and technical documents.
- Ability to review geotechnical reports and understand how subsurface conditions affect drilling methods, production, equipment selection, and project costs.
- Strong understanding of labor, equipment, material, trucking, subcontractor, and productivity cost development.
- Experience with project cost tracking, forecasting, change orders, production reporting, and schedule management.
- Strong communication, organizational, leadership, negotiation, and problem-solving skills.
- Proficiency in Microsoft Office Suite, particularly Excel, BlueBeam along with project reporting and scheduling tools.
- Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred; equivalent industry experience will be considered.
- Familiarity with utility right-of-way construction practices, permitting requirements, environmental compliance, and site-specific safety requirements preferred.
