Job description

This City Manager position will challenge all of your skills as you lead a team of 20 dedicated employees, a $10M annual budget and a local commitment to smart growth and significant economic development. If you want to be "hands on", this position is it.

The ideal candidate knows how to build infrastructure - comfortable with technical requirements, able to manage public construction, and experience assembling complex funding to make it happen. You're not afraid to put on your boots and inspect the wastewater plant and are equally at ease explaining complex financing strategies to the City Council and community.

Success in this role requires a demonstrated ability to maximize limited local resources by securing and leveraging funding opportunities. You understand how to braid multiple funding sources together to deliver critical projects while keeping utility rates affordable and protecting the City's long-term financial health.

Above all, you recognize that in a small city, no two days are alike. One day it's a parade down our historic Main Street, the next it's a meeting with a housing developer, and the third attracting new businesses to open shop. You enjoy being visible, accessible, and engaged - working alongside staff, collaborating with regional partners, and building the trust necessary to move important community projects from vision to reality.

You must work collaboratively and creatively. The Ideal Candidate
  • The Executive Leader: You have a proven track record of local government leadership and know how to foster a collaborative environment across a small, multi-hat-wearing municipal team.
  • The Infrastructure Veteran: You have successfully overseen major Capital Improvement Projects (CIPs) from design through construction, ideally with alternative delivery methods like progressive design-build.
  • The Public Communicator: You know how to lead transparent, proactive public education campaigns regarding rate studies and utility upgrades without alienating the ratepayers.
Qualifications
  • Any combination of education and/or experience which provides the knowledge and abilities necessary to perform the duties of the position;
  • Ability to analyze complex, nuanced issues and navigate them with transparency and diplomacy.
  • Demonstrated ability to support staff in delivering high quality public services.
  • Five years of increasing responsibility, including three years in a leadership role, in a California public agency, special district, or comparable organization.
  • Bachelor's or Master's degree in public/ business administration, engineering, finance, or a related field;
  • Experience with infrastructure projects is highly desirable.
